About Fellowship Program
The Chief Minister Good Governance Fellowship program is an insightful program strongly supported by the Honorable Chief Minister of Chhattisgarh.
The program aims at resourcing highly qualified and dynamic young professionals for a period of two years to support the Government of Chhattisgarh in implementation of its flagship citizen centric welfare programs. This program offers a unique opportunity to the selected fellows to work closely with the Government and deliver impact on the ground by leveraging data and technology. They will work as experts and consultants in the departments of Government of Chhattisgarh, especially in those departments that implement key government projects such as Social Development, Electronics and Information Technology, and Works among others. The Department of Information Technology and CHiPS will provide implementation support to the working group. CHiPS will be the nodal agency for implementing the program under the guidance of the Steering Committee.
This program is designed to mentor and cultivate today’s young leaders, strengthen their understanding of the Executive Office and prepare them for future public service opportunities.
The fellows will contribute meaningfully in governance and execution of high impact projects. The fellows would work in tandem with the government departments and support the design of innovative and self-sustainable solutions leading to enhanced socio-economic empowerment of the community. Fellows shall be given opportunities for gaining professional experience and structured learning in rural development and poverty reduction with emphasis on developing analytical and problem solving capabilities.
The Government of Chhattisgarh would stand to gain from new and innovative ideas from the fellows which could be leveraged for policy design and decision making.
Program Objectives
- Bring highly skilled and motivated Subject Matter Experts (SMEs) on board to assist administrators and policy makers. The PMU will work with CHIPS officials in designing, implementing and monitoring the fellowship program.
- Tie-up with a local knowledge partners who will support in building capacity of the Fellows, review the program, provide knowledge inputs, hand holding in imparting and transmitting good practices.
- Provide impetus to development programs through transparent and accountable governance - innovative ideas, use of technology, standardization of processes, convergence, resource mobilization, link line departments to work together for better delivery of programs and services, etc.
- Create success stories of transparent and accountable governance on technology use and help CHIPS promote broad-based use of technology across the governance system covering departments across the State.
- Review policies and programs of State Government under the administrative responsibility of department and how they have been performing in implementation.
- Develop framework in consultation with all responsibility holders to bring convergence among the departments to make policy / program work better.
- Develop capabilities of the department personnel to bring promote transparent and accountable governance system. Ways of responding to feedback from grass root level needs to be developed to bring substantial impact in the department to adopt changes and make difference.
- Create and manage Online Monitoring and Evaluation System to facilitate accountable and transparent implementation of programs.
- Prepare and put out reports on the policies and programs implemented by the department and outcomes to the people.
- Network with other fellows to learn on how policies and programs are better implemented and how convergence is brought about to yield best utilization of public money.
- Create a large number of Good Governance Champions in the department across all levels – State, District, Block
Fellows Requirement
A total of 41 fellows are to be selected in the year 2017. They shall be located in various offices as follows:
- 2 Fellows to assist Office of the Honorable Chief Minister
- 1 Fellow to assist Office of the Chief Secretary
- 12 Fellows to assist State Level Department HODs
- 27 Fellows to assist District Collectors
Selection Criteria
- Advertisement will be published in leading largely circulated newspapers and popular job portals.
- All applicants need to apply online through CMGGF Website and generate a unique registration number.
- Candidates satisfying eligibility criteria will be taken forward.
- List of shortlisted candidates will be published on the website.
There will be two stages of selection process:
Stage 1:
- Written test (Personality Assessment, Logical Ability, Essay Writing and Leadership Situation Judgment) for all shortlisted candidates will be organized.
- Qualifying candidates will move into stage 2 of selection process.
Stage 2:
- The shortlisted candidates will be invited for evaluation and PI.
- Based on the performance of candidates in stage 1 and stage-2, a provisional merit list of successful candidates will be generated and will be published on the website
- Based on this provisional merit list, CHiPS will issue appointment letters to the selected candidates.
- At the time of joining online application data will be verified with the original documents brought by the candidate.
- Verified candidates will be allowed to sign the contract for the CMGGF program.
