About

The experience of acquisition of land for industrial and development projects, over the last seven decades, has highlighted the significant opposition of civil society on account of adverse impacts on the habitation and livelihoods of affected people. Land conflicts are a major cause of civil unrest in the country and constitute a grave challenge to the authority of the State, on one hand and the democratic rights of citizens, on the other.

The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act, 2013) seeks to obviate the possibility of conflicts by ensuring a more equitable distribution of developmental gains. The RFCTLARR Act, 2013 and the Rules framed thereunder, in 2014, has incorporated a comprehensive operational framework with clear assignation of roles and responsibilities to Panchayat and Municipal representative bodies, state SIA Authorities, SIA expert Group, district administration, Government and Requiring Body.

TERI has designed a five day training programme to equip stakeholders with the knowledge and skills required for compliance with the legal and procedural aspects of the Act and to address the community processes of land acquisition, resettlement and rehabilitation.

Who should attend?

The five day training programme is designed for middle and junior level officials posted in the LA, R&R units in Ministries, state governments, Public Sector Undertakings and corporates, tasked with implementation of The RFCTLARR Act, 2013. It will be equally useful to SIA state Authorities, SIA agencies, NGOs, current and prospective practitioners.

The participants will learn about

  • The legal and operational framework of RFCTLARR Act, 2013 and Rules, 2014.
  • The socio-economic, cultural and ecological systems in which project-affected communities exist, to better understand the likely social costs of projects and ways of mitigating or negating the adverse impacts.
  • The differential and cumulative impacts of land acquisition in near and long term on various population segments including dalits and women and the appropriate measures and strategies for mitigation of adverse impacts.
  • Approaches, practices and measures, from national and global arena, that result in successful R&R outcomes.
