The Public Affairs Section of the U.S. Embassy in New Delhi (PAS New Delhi) is seeking proposals for a project entitled “Gender Equity: Women’s Equality, Empowerment and Leadership through Safe Higher Educational and Work Spaces” which aims to empower women through the creation of robust gender sensitive practices in HEIs by increasing their negotiation abilities and connecting them to networks of American and Indian educators and activists engaged in creating safe work spaces for women.

Through this grant project, the grantee will establish partnerships with five Indian universities/ colleges to organize five gender sensitization training workshops for 125 faculty of Higher Educational Institutions (HEI’s) and conduct gender and safety audits at these institutions. Each workshop would be led by an eminent American feminist scholar or activist in addition to Indian experts.

The workshops should predominantly be in Tier II Indian cities including one in North India and one each in the American Consulate districts (Mumbai, Chennai, Kolkata and Hyderabad). As part of the workshop, the grantee will organize and implement a creative exhibition/installation/performance showcasing narratives on safe and gender-just work places and campuses.

Educational spaces are ordinarily expected to be safe for women, non-discriminatory and inclusive. Despite a continuous increase in enrollment of girls in higher educational institutions (HEIs) and the passage of legislation prohibiting gender-based discrimination in India, women and girls continue to encounter high levels of misogyny, discrimination, harassment and gender-based violence on university campuses.

  • Advance and promote women’s safety and empowerment by bringing together educators and activists to create a plan for safe workspaces for women.
  • Strengthen people-to-people ties between the United States and India through exchange of information, experiences and expertise.

Funding Information

  • Estimated Total Program Funding: $150,000
  • Award Ceiling: $150,000
  • Award Floor: $140,000

Eligibility Criteria

  • Eligibility is open to all non-profit, non-governmental organizations.
  • Individuals are not eligible for an award under this Notice of Funding Opportunity (NOFO).
  • Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award.
  • Cost sharing or matching is not required for this funding opportunity.
  • Pre-award costs are not an allowable expense for this funding opportunity.
  • This award does not allow for construction activities or costs.
  • U.S. Embassy New Delhi grants/cooperative agreements cannot be used to fund religious or partisan political activity; fundraising campaigns; commercial projects; scientific research; projects whose primary aim is the institutional development of the organization, or illegal activities.
  • Organizations must have a Data Universal Numbering System (DUNS) number from Dun & Bradstreet.
  • The U.S. Department of State will not make an award to an applicant until the applicant has complied with all applicable DUNS and SAM requirements by the time the Department is ready to make an award.
  • Applicants must register with Grants.gov prior to submitting an application.
  • For Indian applicants, the Foreign Contribution Regulation Act (FCRA) of the Government of India applies.
  • Applicants must acquire all required registrations and rights in the United States and India.
  • All intellectual property considerations and rights must be fully met in the United States and India.
  • Any sub-recipient organization must also meet all the U.S. and Indian requirements
