NEW DELHI: The finance minister Arun Jaitley in his Union Budget Speech 2018 said that the government is implementing a comprehensive social security scheme.

Focusing on the quality of education, Jaitley said, "We have managed to get children to school but the quality of education is still a cause for concern. We now propose to treat education holistically without segmentation from pre-nursery to Class 12."

Announcing an integrated B.Ed programme for teachers to improve the quality of teachers, Jaitley said that "We propose to move gradually from blackboard to digital board."

The government is also planning to launch "Revitalising of Infrastructure and Systems of Education (RISE)" by 2019.

By 2022, every block with more than 50 percent ST population and at least 20,000 tribal people will have 'Ekalavya' school at par with Navodaya Vidayalas.

To encourage researchers, the FM announced Prime Minister's fellowship programme to subsidise research work in the country.

In his Budget speech, Jaitley also purposed to set up two new full-fledged Schools of Planning and Architecture. Eighteen new Schools of Planning and Architecture will also be set up in the IITs and NITs.

To bridge the gap between doctor-patient ratio in the country, FM purposed to set up 24 new government medical colleges by upgrading existing district hospitals in the country. The government aims to set up at least one medical college for three Parliamentary constituencies.
