Project details

The purpose of this RFP is to acquire a contractor (agency) to implement interventions to tackle the problem of anaemia among women and children (below 5 years) in MSIL CSR project locations for a period of 3 years.

Tasks/ Work Requirements

The Contractor shall:

  • Develop and conduct base line assessment study in the villages.
  • Propose effective and acceptable interventions and actions. Applicants must also demonstrate that the proposed method can be implemented in a practical, real-world setting, either through past experience with similar implementation, or other evidence demonstrating that there is a viable plan for implementing the approach.
  • Continuous and effective implementation of the program for 3 years; prepare monitoring and evaluation strategy; risk-management strategy.

PROPOSAL FORMAT

The proposal should be submitted in two main parts:

Part A – Technical Proposal

Part B – Commercial Proposal

Part A (Technical Proposal) and Part B (Commercial Proposal) must be documented and saved separately and submitted in a single email to enable evaluation of Technical Proposals and Commercial Proposal independently.

Submittal Requirements: Responses to this RFP must include the following information:

  • A cover letter/statement of interest indicating the agency’s interest in the project and highlighting its qualifications to perform this project.
  • A summary of firm’s experience in health sector.
  • Statement of qualifications, including related experience with similar types of projects and specific qualifications or resumes of key team members.
  • Project proposal with proposed implementation plan, including a schedule with the specific steps which will be taken to meet the objectives, key milestones and deliverable dates throughout the project lifecycle.
  • Plans for multi sectorial linking and participation of the key stakeholders.
  • Provide a three year plan of action and detailed budget.
  • Monitoring & Reporting Plan: Describe the implementation plan for each activity along with the tools (with frequency) and evaluation plan.
  • Any additional information that the agency considers to be relevant.

Evaluation Criteria: Evaluation will be based on the criteria listed below:

  • Weightage breakup: 60% - Technical proposal & 40% - Commercial proposal.

Deliverables

  • Base line study
  • Monthly implementation report
  • Yearly 3rd party evaluation of the project.

Others

  • MSIL reserves the right to reject all or any quotation(s), wholly or partly, without assigning any reason whatsoever.
  • MSIL team reserves the right to request for an in person presentation.
  • Only shortlisted agencies will be contacted.

The softcopy of the proposal should reach us on or before 28nd October 2018, quoting “Proposal for MSIL CSR in Health Sector in Haryana and Gujarat” as per the details given in the RFP enclosed.
