Individual Consultant to support the Social component under Environment and Social Development Cell (ESDC) of UPPWD

Introduction

This Terms of Reference is for qualified individual consultant with expertise in relevant social field, who will work as a member of ESDC of PMU to support the activities of ESDC. The UPPWD intend to improve approximately 600 Kms of State Highways and a new Sharda Bridge at PachpheriGhat in Lakhimpur district under Uttar Pradesh Core Road Network Development Programme (UPCRNDP).

Background

The Government of Uttar Pradesh has requested financial assistance from the World Bank for carrying out improvement of the Core Road Network of the state under UP Core Road Network Development Program (UPCRNDP). The objective of the project is to demonstrate innovative and scalable practices in road network management, safety management and enforcement on targeted project corridors and support institutional development of implementing agencies in these areas. The Civil work and Institutional Strengthening component will be implemented by Public Works Department, while Road Safety Initiatives component would be implemented by Home/Police, Transport and PWD.

Objective/Purpose Of The Assignment

The main objective of hiring an individual Consultant is meant to support the PIU/ESDC at HQ in Lucknow. The Consultant will be working in ESDC for PMU, which has been established to support the implementation of UPCRNDP Project. The importance has been realized due to the specific nature of work with respect to planning, designing, implementing and monitoring Environment & Social Management issues in the road sector of UP which is a prerequisite forensuring sustainable development.

SCOPE OF ASSIGNMENT AND DETAILED TASKS

The Social Expert has to support ESDC and will be responsible for, but not limited to, the following duties:

a) Review land acquisition plan (LAP), resettlement action plan (RAP) and Gender Action Plan (GAP) prepared by Design Consultant and micro plan prepared by NGO and facilitating approvals of various social reports from PIU/PMU and World Bank.

b) Recommending social documents for disclosures on PMIS module/World Bank website

c) To monitor the implementation of social safeguard measures and guide NGO on policy issues

d) Ensuring timely disbursement of compensation as per R&R policy of the project

e) Coordinate with technical team to ensure that the activities of R&R is completed before start of civil works in the particular section of the road

f) Maintenance of documents and records of disbursement of compensation, and other activities related to R&R

g) Coordination with competent authority for land acquisition and R&R

h) Coordinate with contractor to ensure that the observations of CSC (Construction Supervision Consultant) are compiled during construction phase.

i) To compile monthly/quarterly/and semiannual report at PIU level for onward submission to the World Bank

j) Should be responsible addressing for World Bank Queries if any of the subject matter.

k) To develop methodology and formats for concurrent monitoring

l) To ensure that deployment of professionals by NGO is as agreed in their technical proposal.

m) Based on available information, prepare baseline monitoring indicators

n) Finalize training modules and orient NGO and PWD project staff on social safeguard measures

o) To ensure that project / NGO adheres to the agreed time-plan during implementation

p) Field-checking of the delivery of the (i) preparation and adequacy of resettlement sites; (ii) adequacy and quality of houses in resettlement sites; (iii) income restoration plan (IRP) and strategy in terms of adequacy and potential income level; (iv) various trainings, including process adopted for training needs assessment, selection of trainees, trades selected for training, selection process of master trainer or training agency; (v) identification and rehabilitation (including assistance) of vulnerable groups in line with the entitlement framework; (vi) identification of relocation sites for PAPs and CPRs; and (vii) relocation of PAPs

q) Survey among sample PAPs to assess their knowledge and concerns regarding the resettlement process, entitlements, and rehabilitation process.

r) Observe public consultations for PAPs; review the documentation of consultations held by implementing NGO; identification of gaps (if any) and suggest remedial measures (defined format for documentation).

s) Observe the functioning of the resettlement operation at all levels in order to assess its effectiveness and compliance with RAP.

t) Be part of grievance redress cell and review types of grievance and the functioning of grievance redress mechanisms by reviewing appeals at all levels and interviewing aggrieved PAPs.

u) Periodical updation of data on social issues including grievance redressal on PMIS module

v) Advise PWD regarding possible improvements in RAP implementation.

w) To validate and sign off monthly progress report submitted by NGO and PWD (Results of validation should come in the progress report)

x) To conduct consultation with PAPs in order to validate progress report and midterm evaluation

Qualification And Experience

The qualification and experience for Consultant shall be as follows:

Minimum Educational Qualifications:

Master’s Degree or equivalent in Social Sciences or related field with experience of working in World Bank funded projects.

General Experience:

Minimum total work experience after post-graduation – 15 years

Relevant Experience:

(i) Minimum 5 years of total work experience on implementation of R&R and rural development works

(ii) Desirable - Social Expert in at least two World Bank funded projects

Essential Knowledge and Experience:

(i) The candidate must have knowledge of the World Bank’s guidelines, procedures and operational policies/directives.

(ii) The candidate should have sound understanding of the working of SHGs; income restoration schemes / options and experience in participatory management

(iii) The candidate should have working knowledge of land acquisition process.

(iv) The candidate should have held management position in previous assignments and should possess participatory management skills.

(v) Knowledge of local language is a desirable qualification.
