1.             Purpose of EoI:
 
Identify and shortlist an Implementing Partner for carrying out implementation of the project “Community Empowerment for Henna Growing Farmers” in Sojat block of Pali District, Rajasthan

2.             Project Background:
 
Association for Stimulating Know-how (ASK) has partnered with an international brand to implement a Community Empowerment Project initiative for Heena growing farmers in Pali district in Rajasthan.
Henna, popularly known as Mehndi, has long been used in India and the Middle East countries for colouring palms, soles of feet and finger nails. It is also used for dying of hairs, beard and eye brows, for personal adornment in daily life. There are two different varieties of Mehndi - Henna and Hajni. Rajasthan in India is the highest producer of henna in the country. Up to 90 percent of Rajasthan’s commercial henna production is located in this area. Farmers in this region have produced henna for generations, and regard it as a desirable crop. Harvested henna leaves are sold in the market (called mandi in the local context), where licensed traders and farmers interface. These traders procure the natural henna from the farmers and then sell the same to the processing units in Sojat.
 
The proposed initiative is a response to overcome the existent socio-economic and development challenges of the henna growing farmers in the area and contribute towards the long-term sustainability of the henna and henna growing communities in the area. The project is intended to enhance the overall socio-economic condition of Henna Growing Farmers through mobilization and organization of the farmers, capacity building, market linkages, improvement of agricultural and livestock rearing practices, and linkages with the government institutions and facilities.
 
3.             Duration of the Project1st January 2019 to December 2021
 
4.             Goal of the Project:
Enhance quality of life for Henna farmer and farm workers in 5 villages of Sojat block, Pali District, Rajasthan
 
5.             Project Objectives:
  • Increased quality & quantity of production and income of Henna Farmers in 5 villages of Sojat in Rajasthan.
  • Small and marginalized farmers and women farm workers have access to additional source of income and improved access to health services.
  • Children are free from work in henna farms and access quality education.
  • Farm workers enjoy decent and safe work condition and receive equal wage in henna farms.
 
6.             Location: The project will cover Henna Growing Farmers in 5 villages of Sojat block, District Pali, Rajasthan
 
7.             Eligibility Criteria
  • The agency must have minimum 10 years of working experience on livelihood, agriculture, education and health projects implementation at the grassroots.
  • Relevant experience in the field of “Adapting traditional agricultural practices to climate change” and “Women empowerment in agriculture project” will be appreciated.
  • Relevant experience with private sector in order to build sustainable supply-chain will be appreciated.
  • At least 5 years’ experience in working with rural communities or at village/block level.
  • The organisation should be from the state of Rajasthan and the Project team must be conversant in the local language of the Project area.
  • Proven ability to work closely with government departments and coordinate with diverse entities.
  • Relevant experience in the field of Agriculture is MUST.
  • Valid FCRA registration
  • Last 3 years Audits done and all compliance accomplished.
  • Junior field team members are accepted as long as they are managed by senior experts.
  • Local recruitment (in the villages where the project will be set up) will be encouraged.

Note: Interested agency need to attach scanned copy of registration certificate and FCRA along      with Audit reports for last three years. Any additional relevant information is welcome.
 
9.             EoI Evaluation Criterion:
 
EoI would be reviewed based on Organisational Capacity and potential including legal status, relevant project experience, no. of projects managed/currently managing and past works etc. Experience in managing similar programs, as described by the applicant, as part of the decision about whether the applicant will be able to deliver the proposed activities in a timely and cost-effective manner, will be considered. A pre-funding appraisal of the shortlisted organisations, shall be conducted, based on which the final implementation organisation shall be selected
