Project Profile & Background Information

Request for the proposal and expression of interest for the engagement of Non Govt. origination/civil society origination (NGO/CSOs) for the supply of Hot cooked Mid day meal from the automated/semi automated Kitchen to the beneficiary of primary and upper primary classes of Govt. & Govt. aided cluster of schools in urban areas in Kota & Bundi City.

Mid Day Meal intends to engage the NGO/CSOs working in India for the supply of hot cooked Mid Day Meal to the beneficiary of Primary and Upper Primary classes studying in the Govt. Aided schools, Special Training centers, Madarsas. A11 interested NGO/CSOs should be registered under Societies Registration Act or the Public Trust Act and should have been in existence for a minimum period of one year on the date of publication of this RFP notice.

NGO/CSOs must be committed to undertake the supply of Mid-day Meal responsibility on a no profit basis and to abide completely by the parameters of NP-NSPE 2006 along with subsequent changes from time to time. NGO/CSOs must be committed to contribute Rs. 1/- per day per student for providing additional food item and seasonal fruit once in a week.

The Hot cooked Mid Day Meal with prescribed menu and nutritional values have to be supplied to the beneficiary from existing/ proposed and independent automated /semi automated kitchens with prescribed infrastructure and as per the prescribed terms and conditions. The average numbers of beneficiaries for cluster of schools of urban areas of Kota city are 10300 & for Bundi city are 5200

Qualification / Eligibility Criteria:

Minimum Eligibility/qualification criteria to participate in the Expression of Interest for the Interested NGO/CSO's is required as follows:

Specific Requirement

  • Registration Certificate under the Rajasthan societies Registration Act or the Rajasthan Public Trust Act.
  • NGO/CSOs should have a properly constituted Managing /Governing body with its power and duties clearly defined in its constitution.
  • Rules & regulations/ bye laws

Documents Required

  • Valid copy of Registration Certificates OR relevant documents
  • Valid copy of constituted body & list of members of managing/Governing body.

Experience:

NGO/CSO must have experience of cooking and serving hot Fresh cooked meal in MDM or any other similar related programme of Govt. for last two years through automated / semi automated kitchen for at least five thousand beneficiaries per day

Responsibility of NGO/CSOs

  • CSO/NG0 should give a commitment to supply meals to the cluster of school on NO profit Basis.
  • CSO/NG0 should give commitment to abide by the MDM Guidelines issued by MHRD from time to time.
  • The CSO/NGO shall keep the food grains and other materials in hygiene: conditions, free of pests. Insects fungus etc.
  • Drinking water should be tested for its portability as per the schedule decided by the State/UTs.
  • Only packed Dals, salt, spices, condiments and oil with AG-MARK/FSSAI quality symbol should be used for cooking mid day meal.
  • CSO/NGO shall ensure that the food articles shall be used in FIF0 basis. Shelf life of the food articles needs to be checked from time to time.
  • CSO/NGO should supply the cooked meal in good quality sealed insulated/stainless steel containers. Temperature of the mid day meal when served should be maintained or above 65 C.
  • CS0/NGO should have adequate fire safety measures in the Centralized kitchen.
  • Cooked mid day meal is fit for human consumption for four hours alter cooking and it should be transported to school and consumed by beneficiary within that time.
  • The CSO/NGO should ensure that the cooked meal is transported and delivered at the school under the supervision of an authorized person.
  • CS0/NGO shall carry out training of CCHs on health, food safety, hygiene and methods of cooking at regular intervals.
  • CSO/NGO shall also ensure that CCH working at Centralized kitchen are free from any disease particularly contagious diseases, CSO/NG0. Shall arrange medical check-up of CCH at least once in six months.
  • CSO/NGO shall ensure that the CCH are providing Aprons, Head-gears and gloves during cooking of mi day meal.
