The North Eastern Institute of Folk Medicine (NEIFM), an Autonomous Body under the Ministry of AYUSH, Government of India, Pasighat proposes to engage a nationally reputed consultancy Organization/Institute/Consortium to undertake a pilot project of Training, Assessment and Certification of 200 Nos. Traditional Healthcare Practitioners of the Northeastern States of India. The objective of the programme is to develop Minimum Standards of Competence (MSC) for Traditional Healthcare Practitioners (THPs) in selected streams of practice/ailments, assess gaps in their knowledge and skills and thereafter train and upgrade them to qualify for certification by bodies accredited with the Quality Council of India (QCI)/National Accreditation Board for Certification Bodies (NABCB). The desired outcome of the project is to create a resource pool of certified THPs who can support and serve local AYUSH Institutions to deliver primary healthcare to the community.

The details of Terms of Reference (TOR) is appended at Section 4.

Eligibility Conditions :

  • Reputed organizations/institutions/consortia fulfilling the following criteria, as on the date of submission of the Expression Of Interest cum Detailed Proposal, are eligible to respond to the EOI. The Proposals which do not fulfill any and all of the following criteria are liable to be rejected. Institutions, while submitting their Expression Of Interest cum Detailed Proposal, are required to enclose relevant documentary proof, in support of their claim(s), of fulfillment of the eligibility criteria.
  • The Applicant must have at least 3(three) years of experience in similar or related fields. Prior experience of working in the NE region and with state or central government departments is desirable.
  • The Applicant must have qualified personnel with requisite credentials to mobilize an experienced expert team for planning, implementing and reporting the project, etc. The Applicant must be able and willing to deploy resources and man-power at various locations across the project area.
  • The Applicant must have a minimum annual turnover of Rs. 1.00 Crore (on an average) during the last three years. However Government Institutions and purely philanthropic organizations will be exempted from this requirement.

Mandatory documents required :

The following documents (with self-attested, wherever applicable) are required to be submitted by the applicant at the time of submitting their applications for Expression Of Interest cum Detailed Proposal, to the Director, NEIFM :-

  • Application Form in the prescribed format duly filled up & signed.
  • Copy of Articles & Memorandum of Association, Aims & Objectives of the Organisation, Bye Laws, Constitution etc.
  • Registration Certificate / Deed of Partnership / Trust Deed.
  • Detailed profile of the institution.
  • The details of in-house infrastructure available to support to claim of capability to take up the proposed project work.
  • Documents in support of having at least 3 years working experience in similar or related fields.
  • Details of clients/ departments with which the applicant has worked in the last 3 years.
  • Copy of PAN Card of the Applicant Organization.
  • Registration Certificate under Section 12A of the Income-Tax Act, 1961.
  • IT Exemption Certificate under Section 35(i) / Section 80G, whichever is applicable, if exempted.
  • Acknowledgement of latest Income Tax Return (ITR),i.e., for the year 2016-17.
  • Unabridged Audited Annual Accounts and Annual Reports for the last three years, i.e., for the year 2014-15, 2015-16 & 2016-17.
  • A self declaration on the Organisation’s Letter Head that neither the Owner/Partner/ Director/Principal of the Bidder nor any of his/her close relative is drawing any pecuniary benefit or remuneration from NEIFM or is a Director of NEIFM.
  • A self declaration on the Organisation’s Letter Head that the bidder has not been black listed by any organisation/agency or Govt. of India and/or does not have any pending criminal proceedings.
  • Regarding the details of EMD & Bid Processing fees required, vide Point No. : 12 & 13 at Section 1, being appended herewith

Interested parties fulfilling the eligibility criteria may submit their Expression of Interest cum Detailed Proposal in the prescribed Forms as mentioned in the appended Section 2 & 3, viz., Technical Proposal & Financial Proposal ; along with all mandatory documents and the Earnest Money Deposit & Bid processing fee (as mentioned in the appended Section 1), in a sealed envelope  marked as “Expression Of Interest cum Detailed Proposal for Training Assessment and Certification of Traditional Healthcare Practitioners of the Northeastern States of India”, and to be delivered to the following address by 04.00 pm on the last date 02.06.2017, i.e., within 21 days from the date of announcement of Call for Expression Of Interest cum Detailed Proposal. The proposals received after the last date or received incomplete in any manner, will not be entertained.
