Invitation for Expression of Interest (EOI) for short listing of Agency/NGO to Conduct Baseline Study for “Creating adolescent friendly communities to improve sexual reproductive health outcomes through strengthening RKSK program in Assam” in two identified districts of Assam , supported by Impact Foundation (India)

Background:

Child in Need Institute - CINI is an award-winning, registered Non-Governmental Organisation (NGO), working primarily in West Bengal, Orissa and Jharkhand. It has over 44 years of experience in the issues affecting poor women, children and adolescents from some of the most disadvantaged areas of India.At the moment CINI is in the process of implementing a project titled “Creating adolescent friendly communities to improve sexual reproductive health outcomes through strengthening RKSK program in Assam”. Assam is one of the resource poor States of India, where situation of adolescents is compounded with the issues like school drop-out, early marriage, early pregnancy, trafficking, child labour, lack of self-esteem, decision-making power, malnutrition, anaemia and other vulnerabilities.

The situation and trends highlight the need for appropriate interventions that will impact the current adolescent cohort of the country. It is necessary to increase opportunities for adolescent girls and boys and to enhance their choices with regard to education, reproductive sexual health, employment and civic participation.

With the growing recognition of adolescents as a significant section of population, several schemes and services for them are customized accordingly over the last couple of years. With launching of RashtriyaKishor Swasthya Karyakram (RKSK) on 2014 by the Ministry of Health and Family Welfare, concern of Government shows a multi-stakeholder approach towards adolescents’ comprehensive needs to address in a holistic development framework. Goal of the project:

‘Strengthening the implementation of the Adolescent Health Strategy [RashtriyaKishor Swasthya Karyakram] of Government of India to contribute to the all-round development of the adolescents in the state of Assam

Objectives of the project are as follows:

  • To empower and build both social and technical capacity of adolescent girls and boys on SRHR issues.
  • To enhance capacities of communities, parents, service providers and local self-government to promote SRHR of adolescents
  • To facilitate availability and accessibility of SRH services under RKSK
  • To develop a holistic, measurable, scalable model of a common adolescent development programme in the state of Assam

Coverage Area:

The proposed project will concentrate its interventions in two development blocks viz. Lakhipur of Goalpara district and Birshingjarua of Dhubri district.

Target Group:

  • Direct:3600 Adolescents – from 10 to 19 years; both male and female and both in-school and out-of the school, married &unmarried.
  • Indirect: 5, 75,449adolescents in Goalparaand Dhubri districts of Assam.

Service Providers -Health, ICDS & Education officials and community based service providers like ASHA, ANM, AWW, Supervisors, Adolescent Friendly Health Counsellors. Community members -Panchayat, community leaders, parents and SHG members

Terms of Reference

Objectives of the assignment:

  1. To conduct the Baseline Study
  2. To develop a strong reporting and MIS frameworkin accordance to the project log frame for proper monitoring and reporting of the project. The specific objectives:
  • The primary objective of the study is to provide baseline measures on key indicators.  To assess knowledge, attitude and practices (KAP) of adolescents on nutrition, SRH, conditions for non-communicable disease, substance misuse, injuries and gender based violence, mental health.
  • To assess the knowledge of target group regarding the services available at various service delivery points (Sub center, PHC, CHC, Sub Divisional Hospital, Adolescent Friendly Health Clinics)
  • To find out the factors affecting access to existing facilities & integration of services
  • To find out issues specific challenges & hardships covering SRH, non-communicable disease, injuries and gender based violence, mental health etc.

Submission Requirements of the NGO/Agency/Consultant

A - Profile:

Organizational: Provide a brief description of the background and organization of your NGO/Agency and of each associate who would work on this assignment. The brief description should include ownership details, date and place of incorporation of the NGO/Agency/Consultant’s objectives of the NGO/Agency/Consultant’s availability of appropriate skills among staff, brochures etc.

Financial: Provide the turn over and net worth of the NGO/Agency/Consultanton the basis of the audited accounts of the previous three financial years i.e. 2015-16, 2016-17 and 2017-18. B - Experience:

The NGO/Agency/Consultant is expected to furnish previous experience of working in this area and conducting such survey during last 3 years. The furnished information should consist the following for each of such activities undertaken by the NGO/Agency/Consultant:

  • Organisation for which the activity was undertaken
  • Nature of assignment (training/survey/materials development etc)
  • Brief description of the project
  • Project/Assignment location: Urban/Rural
  • Details of any associate consultant(s) engaged
  • Number of technical personnel/staff involved
  • Copy of reports/documents related to such assignments

The NGO/Agency/Consultant may also furnish additional documents in support earlier activities undertaken by them. Ifithas formed a consortium, all the above details of each member of the consortium and the name of the lead partner, shall be provided.

Expressions of Interest (EOI), with detailed technical and financial proposals along with all requisite documentation should be sent not later than 15thNovember, 2018. The application should be sent to arc@cinindia.org  and skbasistha@gmail.com  with subject “Creating adolescent friendly communities to improve sexual reproductive health outcomes through strengthening RKSK program in Assam. The financial proposal must contain the expected budget for accomplishing the complete work including taxes which may be liable with detailed break-down. Financial proposal must be shared in excel as well as PDF format with detailed break up and justification. The budget should be accompanied with necessary working and budget notes. Fees should be inclusive of all insurance and standard business heads. NGO/Agency/Consultant will be selected in accordance with the credibility and previous experience of working in the areas of conducting baseline survey as well as on the quality of both technical and financial proposals. CINI Management reserves the right to select/reject any NGO/Agency/Consultant for the purpose mentioned above and can also cancel the EOI process in accordance with the institutional norms.
