EOI invited for hiring of NGO Service Provider for Delivery of Community Level Interventions of Tejaswini Project in Chatra and Khunti district of Jharkhand.

Background
Targeting youth is key to empowering women and addressing a major bottleneck to Jharkhand’s overall state competiveness and development prospects. An estimated 62% of young women (ages 16-24) from Jharkhand were neither engaged in education, employment, or training, compared to 14% of young men from the same households (World Bank 2015 survey). Not only are adolescence and youth a vital stage of the life cycle for human capital investments, but this is also a highly vulnerable period in which lack of control over marriage and sexual and reproductive health decisions results in abruptly curtailed economic opportunities and incentives for human capital formulation.
Objective
The objective of this assignment is to carry out following key activities in Chatra and Khunti districts. The selected organizations will lead the implementation of the project under the guidance and supervision of the DRIU of the JWDS. The agency will be responsible for(a) establishment of Block Resource Implementation Unit (BRIU) in 10 blocks of Chatra and 6 blocks of Khunti district ;(b) community mobilization; (c) identification and registration of AGYW and the formation of clubs; (d) linking of AGYW to education through mainstreaming or NFE; (e) provision of coaching/bridge education; (f) providing of life skills education; (g) market relevant skills development and entrepreneurship development; and (h) other project-related activities including monitoring of services being provided by various service providers hired under the project
Jharkhand Women Development Society (JWDS), an autonomous society set up by the Government of Jharkhand with the broad objective to implement and manage state-level women’s development programs run by DWCDSS, and/or other departments of the Govt. of Jharkhand is the project implementing agency. Its main vision is to protect and promote the rights of women and adolescent girls by ensuring their care, protection, development and socio-economic empowerment through various policies and programs. Implementation of the project will be done in phase-wise manner (3 Phases[1] ).
Non-governmental organization service providers who will be responsible for providing a range of services in delivering the community-level of project intervention to AGYW in the project areas. JWDS therefore seeks to hire qualified and experienced NGO service providers for delivering the
Scope of work
The NGO service provider work under the close coordination and supervision of the District Resource and Implementation Unit (DRIU) set up in all the district under the project by JWDS. JWDS shall facilitate the activities of the NGO service provider by way of providing such tools and technical handholding support that would be required for the field operations. These will include:
- Operation Manual and Implementation Plan (OMIP) and Environment Management Plan - Social Inclusion and Tribal Plan (EMP-SITP) that lays out the guidelines and detailed processes for implementation that the NGO service provider will be expected to adhere to;
- Curriculum, manual and tools for program induction and life skills education ;
- Training of trainers on the relevant curriculum, MIS, and other aspects of the program; and
- Access to program MIS for marking attendance, data transfer and any other system as required
Eligibility Criteria:
- The Jharkhand Women Development Society (JWDS) now invites eligible NGO Service Providers (NSP) to indicate their interest in providing the Services. NGOs may apply for either one or both the districts. However, will be considered for award of contract for one district only. Agencies may indicate their priority for the Districts in the EoI submission. Interested NGOs should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
- The NGO should be in business for the last twelve (12) years.
- The NGO should have an average annual turnover of at least INR 1.5 Crore in the last three financial years.i.e for financial year (2013-14, 2014-15 & 2015-16)
- At least 10 years’ experience in community development work for social sector programs preferably the programs related with adolescent girls and women;
- Proven experience of at least 5 years’ in delivering community level interventions, particularly mobilization and communication and life skills training;
- At least 5 years’ experience in training and capacity building programs;
- Experience of establishment and management of Block level units preferably in any district of Jharkhand will be added as advantage.
- Proven ability to work closely with Government Departments and coordinate with diverse government, non-governmental and quasi-governmental agencies;
- Prior experience of working with Government of Jharkhand will be preferred;
- Knowledge of Government Public Administration policies and guidelines a must; and
- Availability of qualified experts in fields relevant to lead the proposed work.
Period of Consultancy:
Three years effective from the contract signing date, subject to satisfactory performance determined by the JWDS. Any change in the period of assignment will only be made after mutual review by both the parties for one year.
