EOI invites for Establishing City Wi-Fi in important location of Agartala City under Public Private Partnership(PPP)

Agartala smart City limited (ASCL), invites response (“Proposals”/”Bids”) to this Expression of Interested (“EOI”) from Eligible Bidder to be appointed as PPP vendor for Establishing City WiFi in important location of Agratala city, Tripura.

Interested Bidders are advised to study this EOI document carefully before submitting their proposals in response to EOI document. Submission of a proposal in response to EOI shall be deemed to have been done after careful study and examination of this document with full understanding of its terms, conditions and implications.

Introduction:

The Agartala Smart City Limited intends to establish City Wi-Fi in important location of Agartala city, Tripura under an arrangement or agreement through Public-Private Partnership (the “PPP”) on Design, Build, and Finance, Operate and Transfer basis.

Bidder are advised to study this EOI document carefully before submitting their proposals in response to this tender. Submission of a proposal in response to this tender shall be deemed to have been done after careful study and examination of this document with full understanding of its terms, conditions and implications. Failure to furnish all information required as mentioned in the EOI documents or submission of a proposal not substantially responsive to the EOI documents in every respect will be at the Bidder’s risk and may result in rejection of the Proposal.

Project Background:

Agartala Smart City Limited(ASCL) proposes to use Wi-Fi facility for better governance, and to improved the operational efficiency and to easily interact with citizens.

Ascl is also exploring the viability to provide Wi-Fi Services at selected locations, on a Public Private Partnership (PPP) Model. The list of locations may increase or decrease during RFP stage.

ASCL is interested in understanding, if any innovative ways there might be to provide Wi-Fi Services to citizens at either no cost to ASCL or if possible as a potential source of revenue, which could be shared between both the parties.

Objectives:

Agartala Smart City Limited (ASCL) is seeking ‘EOI for setting up of secured Wi-Fi network on PPP mode at various important locations such as Hospitals , Educational Institutes, Airport, Railways stations etc. From leading Vendors/ Services providers/ original equipment manufactures (OEM). Interested eligible firms are requested to submit their detailed proposal in sealed envelope. The personal shall be written in English. The potential benefit from this includes easier access to internet services thereby increasing the ease of communication in the following ways:

• Use of mobile Governance
• Providing customize alerts
• Disseminate of information related to Government matters.
• Increase in productivity     
• Increase in satisfaction level of citizens & tourists. 
• Scalability
• Use VOIP facility.

Eligible Bidders:

• The bidder may be a single entity or a group of entities, coming together to implement the project. However, no Bidder applying individual or as a member of a Consortium, as the case may be, can be member of another Bidder.
• The term Bidder used herein would apply to both a single entity and a Consortium. The total number of consortium members is limited to 2 including the lead member.
• The bidder should have experience of establishing 2 no. city/campus/area/school/college Wi-fi.
