Introduction

Additional Skill Acquisition Programme (ASAP) invites Project developers, Technology providers, System Integrators, Renewable Energy Service Companies (RESCO), EPC Contractors to participate in the Expression of Interest (EOI) for Design, Supply, Erection, Testing and Commissioning, Comprehensive Operation & Maintenance for 25 Years of Grid Connected Roof Top Solar PV power system of various capacities in various districts in Kerala under OPEX Model.

Additional Skill Acquisition Programme (ASAP) is a joint initiative of the Department of Higher Education (DoHE) and Department of General Education (DoEG), Government of Kerala. ASAP is developing Community Skill Parks (CSPs) in all the districts of Kerala, wherein the wide vista of quality skill training will be opened to the student community.

Community Skill Parks are designed for utilizing the roof space for generation of Solar Energy, basically because the CSPs have a fairly large roof area which can generate electricity using Photo Voltaic (PV) panels and the innovative technology using Building Integrated Photo Voltaic (BIPV) panels along the facia which will cover a substantial part of the energy requirements.

Scope of services

It includes:

  • Site survey, technical feasibility, financing, regulatory & policy assessment
  • Securing all planning permits and approvals, from all local authorities asapplicable
  • Providing all necessary labor, material services, tools, plant andequipment for the works
  • Any modifications required in electrical system to suit the roof
  • The whole installation should be in conformity with Central Electricity Authority (Technical Standards for connectivity of the distributed generation resources)
  • Regulation 2013 and Kerala State Electricity Regulatory Commission (grid interactive distributed solar energy system) Regulation 2014. PV system should be approved by MNRE.
  • Offer extensive proposal, including but not limited to, design, construct, operate and maintain for 25 years with arrangements toprovide solar power to the skill parks and integration to KSEB grid.

Minimum criteria

To be eligible to quote for this project, solar companies shall demonstrate innovation in delivery of the project. They must as a minimum:

  • Be preferably accredited by MOEF / ECBC/ GBC / any govt body/local authority.
  • Have proven experience in OPEX Model - design, build, operation and maintenance of Rooftop solar PV installation projects. Having executed at least FiveRooftop solar PV power plant projects of 50 KWp, fully completed and commissioned in the last 5 years.
  • Have ISO 9001 certified quality assurance management systems for the scope covering design, construction, operation and maintenance
