Background

Amritsar City with 1.13 million population as per 2011 census and is the spiritual and cultural center for the Sikh religion “home to the Harmandir Sahib” (commonly known as the Golden Temple). The Amritsar City is also famous for most popular destination for Non-Resident Indians (NRI) in the whole of India. The city is also known for its rich cuisine, culture, and for the Jallianwala Bagh massacre in 1919 under British Rule. As per Census 2011, Amritsar City has a female population of 5.31 Lakhs.

The Amritsar Smart City Limited has proposed to introduce “AUTOMATIC SANITARY NAPKIN VENDING MACHINES AND ELECTRIC INCINERATORS” at various locations where female are frequenting to promote safe and hygienic sanitary practices among the residents of the City. Disposal of the used Sanitary Napkins is another common problem which is intended to be resolved by the installation of Electric Incinerators along-with the Vending Machines.The Machines should cover the entire City to ensure and promote use of safe and hygienic practices amongst ladies. Hence, ASCL invites Expressions of Interest from reputed and financially sound Companies/ Firms for Supplying, Installation, Operation and Maintenance of the Automatic Sanitary Napkin Vending Machines and Electric Incinerators.

General Description of Work and General Terms:

  • The sites for the Vending Machines and Electric Incinerators shall be as per the locations (to be identified)/washrooms of educational and public institutions, public toilets, etc for ladies within the Municipal boundary of AMRITSAR City.
  • The Supply and installation of 60 Sanitary Napkin Vending Machines and 85 Electric Incinerators (Approximately) at various locations to be identified and proposed by the selected within the Municipal limits of Amritsar City.
  • The Contractor shall be responsible for filling the Vending Machine with Sanitary Napkins and vendor shall also be responsible for the disposal of ash/ waste from the Incinerators.
  • The Contractor shall be responsible for five years of Operation and Maintenance of both the Machines which will also include the training of appropriate local ladies staff. This will also include the cost of all spare parts required for comprehensive maintenance including all taxes.
  • All the Vending Machines & Incinerators shall be maintained in usable condition through regular and periodical maintenance by the agency throughout AMC period. In case of any breakage/ damage, the breakage/ damaged equipment shall be repaired/ replaced within two days, at contractor’s own cost during AMC period.

Pre-qualification Criteria

The Company/Firm should:

 

  • Be manufacturer/ authorized dealer of the Automatic Vending Machines and Electric Incinerators.
  • Be a Company/ Firm registered as per the Indian Laws.
  • Have successfully completed the installation of Sanitary Napkin Vending Machine and Electric Incinerator, at least 50 Nos. in last three years in minimum three Work Orders.
  • Have registered under the GST laws.

Expression of Interest Format

The interested Companies/ Firms are invited to send their Expression of Interest in the following format:

1. Covering letter on the Company's/ Firm’s letterhead.

2. Contact information of the company with email address, phone number, postal address of the Head Office and all branch offices along with name of the representative.

3. Organization profile including details of incorporation, strength, and constitution.

4. Names and designation of the heads of the organization and institutional structure

5. Annual turnover for the last three financial years.

6. Details of the other same and/ or similar works performed.

7. Brief plan for procurement of required assets/ major items of equipment expected to be used for operations.

8. Brief description of various financial models for the Work. Preference will be for PPP Financial Model.
