Expression of Interest is invited for carrying out Mid Term Evaluation on “Improvement to Access of Water & Sanitation Project” being executed by His Highness Maharaja Hanwant Singhji Charitable Trust in Bap Block of Phalodi Tehsil, District Jodhpur, Rajasthan from a qualified & experienced firm / agency / freelancers having master degree in social studies / rural development, experience in data processing, written presentation and analytical skill alongwith excellent command in spoken and writing skills in Hindi and English.

1.    Technical Information Of The Project

1.1     About PADEM

PADEM is an NGO based in France and Luxembourg that works in close collaboration with local partners on improvement of living conditions for vulnerable people in nine countries. PADEM has a holistic approach and works on improvement of infrastructures economical and social activities, improvement of life skills, education of the children, support to people with disabilities etc. PADEM, Luxembourg is supporting H.H. Maharaja Hanwant Singhji Charitable Trust (HHMHSCT) based at Jodhpur since 2006 for promotion of education of rural girls and providing access to water and sanitation facilities to the poor and deprived section of the society mainly in rural areas.

1.2     About HHMHSCT

His Highness Maharaja Hanwant Singhji Charitable Trust was established in 1971. Since its inception, the Trust is continuously working in rural areas of Western Rajasthan with a view to carry out charitable activities to include rural development, rural girls education, women empowerment, providing water and sanitation facilities to the poor and deprived sections of the society, rehabilitation & relief to the poor without any discrimination To improve the quality of life of the people of Thar, the Trust through Projects like Sahyog has created permanent assets such as anicuts, hand pumps, tankas pastures etc. and has educated people to enhance their livelihood in the field of agriculture, animal husbandry and small scale income generating activities.

Due to scanty and inherent variable characteristic of rain fall, the Thar Desert of Rajasthan is prone to chronic droughts. The non availability of water has resulted in total absence of basic sanitation in remote areas of the Thar. In keeping with the National policy of ‘Swach Bharat’ & providing water security to the poor & deprived, the Trust with support from PADEM Luxembourg has provided support for construction of toilet cum bathroom units & tankas on individual household basis in remote areas under Sahayata Programme. Prior to the Project under study, the Trust under various Sahayata Programmes has constructed 286 tankas and 568 toilet cum bathroom units.

1.3     General Information & Description of the Project of Study i.e. Project Sahayata – XIII

Project Sahayata – XIII is funded by the Ministry of Foreign Affairs of Luxembourg in partnership with PADEM. The objective of the Project is to improve access to water and sanitation for vulnerable people living in Thar Desert, Rajasthan India through construction of tankas on individual household basis and providing one toilet cum bathroom unit to the most needy on participatory basis.

During 34 months duration of the Project beginning 1st March 2017 and ending 31st December 2019, 42 water tankas and 345 latrine / shower units are planned to be constructed along with sensitization to hygiene.

The Project area comprises of Gram Panchayat Tepu, Sihda, Shekhasar, Jaimla and Ghatore of Baap Block in Phalodi Tehsil of Jodhpur District.

2.    Aims Of The Evaluation Mission

  • Contribute to the improvement of the processes within the organization and give recommendations to solve the problems that have been identified.
  • To recommend action to be taken on various aspects of the Project and necessary adjustment to be done in order to serve the beneficiaries in a best possible manner.

3.     Expected Results Of The Evaluation

  • To determine the relevance of the objectives and their degree of achievement.
  • To analyze the effectiveness and the efficiency of the Project and its activities.
  • To analyze the impact of the Project: description of the target groups (in quantity and quality ) really touched by the Project and the positive / negative changes on their living conditions.
  • To analyze the sustainability of the Project i.e. will the effects of the Project be continuing after the Project or else what should be done to ensure the sustainability of the Project.
  • To recommend obligations of the stake holders.

4.     Approach Of The Evaluation Mission

  • To study Project documentation, collect relevant data through desk study and interviews with Project team of HHMHSCT and prepare an evaluation plan with questionnaires.
  • To develop appropriate data collection tools before the field study.
  • To collect relevant data through desk study, interviews with beneficiaries, Sarpanchs, Field Supervisors and by checking the infrastructure constructed.
  • To compile a comprehensive evaluation report in written form in English language.
  • To study key findings of Mr. Gaëtan de Beaupuis, a consultant of PADEM Luxembourg during January 2018 and points suggested by him to be included in evaluation of the Project which will be discussed during the interview with the selected evaluator

5.    Terms And Conditions

5.1       Time span of evaluation

  • Desk reviews and development of data collection tools             -           2 days
  • Field visits and related interviews for conducting study and collection of data - 5 days                                                                 
  • Data analyzing and preparation of draft evaluation report          -           7 days
  • Discussion with HHMHSCT officials and submission of final evaluation report  -  3 Days                                                                    Total -           17 days  

5.2     Qualifications of Potential Evaluation

  • A master degree in social studies or a field related to rural development.
  • Extensive experience in conducting Project evaluation of similar nature.
  • Experience in data processing, written presentation and analytical skill.
  • Excellent command in spoken and writing skills in Hindi and English.

6.            Documents To Be Sent By The Evaluator

A Technical Offer including:

  • A comprehensive note of the ToR  and presentation of methodology
  • The experience and reference of the Evaluator
  • the calendar of intervention
  • A financial offer

7.             Consultancy Fees And Payment Scheduled

  • 50% of the agreed consultancy – on submission of draft evaluation report
  • 50% of balance consultancy fee – on submission of final evaluation report
  • Government taxes applicable, if any, shall be deducted as per rules.

8.            Intellectual Property

Any documented results, such as reports, results of assessments and interviews with the population, or photographs taken in connection with the study, are the intellectual property of PADEM/HHMHSCT. Utilization or publishing of such will require prior written agreement by the client.

9.                  Disclaimer Of Liability

The PADEM / /HHMHST is not liable for any cost or expense resulting from personal injury, damage, loss or prejudice incurred while conducting the evaluation. The evaluator/consultant is sole responsible for ensuring personal liability insurance as appropriate. If any part of these Terms of Reference shall be or become invalid, then it shall be replaced by that valid regulation which comes closest to its meaning and intention. All other parts of these Terms of Reference shall remain valid in that case.
