Registered community groups that include Mahila Mangal Dal (MMD) and Yuva Mangal Dal (YMD) exist throughout the state routinely undertake various community welfare programs these groups could be important stakeholders for community response in emergency situation. A total of 10,376 Yuva dals are registered in the state and by training the members of these groups a pool of first responders could be created throughout the state.

The role of NGOs is crucial in all phases of disaster management as they have grass root presence and can facilitate co-ordination between community and government

In view of above District Disaster Management Authority Udham SIngh Nagar, is to engage NGOs working in the field of Disaster Management and is willing to undertake capacity building programs for the members of registered MAHILA AND YUVA MANGAL DAL of the district and organizing awareness programs in identifies schools in the district

Scope of Work:

  • Selected NGO would have to organize the training program for MAHILA AND YUVA MANGAL DAL and awareness programs for schools
  • The training program is to be organized for community groups. It is therefore necessary that the training program be organized in Hindi. Knowledge of the local dialects (Garhwali and Kumauni) would be an added advantage
  • The training program shall be of 05 days duration and would have to be organized at Gram Panchayat

Eligibility Criteria:

  • The NGO must be registered under Society Registration Act, 1860. (Attach relevant documents in support of the same)
  • The NGO should have last three years audited balance sheet signed by authorized signatory of the organization
  • The NGO should have working experience in the field of Disaster Management (Attach relevant documents in support of the same).
  • The NGO should demonstrate that they have enough capacity (including trained training personnel in disaster management or Search & Rescue Course (Minimum 02)/equipment's/audio & visual aid etc) of conducting training programs, particularly in the field of disaster management
  • Average annual turnover for the previous three financial years ending on 31st March, 2017 should be equal to or greater than 05 lakh (Attach balance sheets and P&L accounts of last 3 years).
  • The applicant should not be under a declaration of ineligibility for corrupt and fraudulent practices or any other reason, whatsoever, or have not been blacklisted by the Government of India or any other government agency. (Submit declaration to this regard on your official letter head.)
  • All the documents must be signed and self-attested by authorised signatory
  • Short note on the similar projects implemented by the consulting firm should also be attached.
  • Bio-data of the key experts with experience in the field of disaster management working full time for the firm should also be included
  • The NGO should provide a brief write up on how it would be making the program more impactful
