Background

National Backward Classes Finance & Development Corporation (NBCFDC) is a Government of India undertaking under the aegis of Ministry of Social Justice & Empowerment (SJ&E). Authorized share capital of NBCFDC is Rs. 1500 Crore against which the Ministry has so far released Rs. 1184.00 Crore. NBCFDC was incorporated on 13 January, 1992 under Section 8 of Companies Act 2013 (earlier Section 25 of the Companies Act, 1956) as a Company not for profit with an objective to promote economic and development activities for the benefit of Backward Classes and to assist the poorer section of these classes in skill development and self employment ventures. Member of Backward Classes having annual family income less than double the poverty line as defined from time to time (presently Rs. 98,000/- in rural areas and Rs. 1,20,000/- in urban areas) are eligible to obtain loan and undergo Skill Development Training under NBCFDC Schemes.

The main objective of the proposed Skill Development Training Programme is to upgrade the skill of members of beggar community to enable them to start income generating activities of their own or to get gainfully employed.

Purpose of EoI

  • NBCFDC invites Expression of Interest from Non-Government organizations (NGOs)/ Voluntary Organizations (VOs) and other institutes not for profit, working for the welfare of the beggar community for mobilizing the trainees for Skill Development training Programmes as detailed above.
  • Towards the same the agency would require to mobilize members of begging community not numbering less than 30 staying in close proximity for skill training programme in any particular skill of their choice.
  • The basic documentation of the beneficiaries such as proof of age, aadhar details and any other documents as available will also require to be consolidated by the NGO/VO.
  • The agency will also require to handhold the beneficiaries during the course of training and motivate them to complete the course, undergo assessment and to the extent possible, also avail employment opportunities.

Who can apply?

  • Any agency can submit the EOI for mobilization and handholding of members of begging community for skill development programme subject to fulfilment of following conditions:
  • They have been in existence of more than 3 years and have a registered NGO/ Institute/Voluntary organization/Entity not for profit.
  • They have duly audited financial statements up to financial year 2016-17.
  • They have carried out at least one project for socio-economic upliftment of the beggar community which could include rescue or rehabilitation activities.

How to apply

  • Interested NGOs/VOs may apply with following details:
  • Documents of Registration / Incorporation as NGO or an agency not for profit.
  • Audited financial statement of FY 2015-16 and 2016-17.
  • Brief project report on Socio economic upliftment project for beggars implemented by agency.
  • Details of members of begging community who can be mobilized for skill training by the NGOs/VOs prescribed proforma

The Proposal should be sent in sealed envelope latest by 22.03.2018 to.
