Expression of Interest (EoI) for the development and operation of solid waste management in Uttar Pradesh

The EoI Document is being issued to the interested Applicants to have a better understanding regarding the Project. The statements, explanations, and the draft terms of reference contained in this EoI (“EoI Document”) are intended to provide a better understanding to the Applicants about the subject matter of this EoI and should not be construed or interpreted as limiting in any way or manner the scope of services and obligations of the Developer.

While the document is comprehensive, it is by no means intended to be exhaustive or restrictive.

The EoI is invited from the firms / organizations / societies and companies about their proposal on management of Municipal Solid Waste in different ULBs of the State. The concept presentation on methodology and technology will need to be presented before the Committee comprising of experts to be set up by the Government. Thereafter the detailed RFP will be issued to the shortlisted Applicants for financial quote for integrated waste management system, technology, and the equipments for waste processing.

Application Process

The EoI document shall be available on the eprocure Tendering website https://eprocure.gov.in/cppp/ and may be downloaded by the interested Applicants. Interested Applicants are invited to submit their Application in accordance with the terms specified in this Document.

The Authority has adopted a two-stage process (EoI and Request for Proposal) for selection of the Developer for award of the Project.

Eligibility of Applicants

• Applicants must read carefully the minimum conditions of eligibility (the “Conditions of Eligibility”) provided herein. Applications of only those Applicants who satisfy the Conditions of Eligibility will be considered for evaluation.
• To be eligible for evaluation of its Application, the Applicant shall fulfil the following:
• The Applicant shall be either a Proprietorship/Partnership Firm/LLP, or a Company/LLC or a NGO/ Trust / Society registered with concern legal authority, 3 years prior to the Application Submission Due Date (“Applicant”).
• For demonstrating technical capacity and experience (the “Technical Capacity”), the Applicant over the past 5 (five) Financial Years preceding the Application Due Date, have Developed and completed1 a single Eligible Project in the municipal solid waste sector.
• Such experience must be demonstrated through Letter of Awards/an explicit contract/Agreement with a public sector entity/ Government or semi Government Department or a Private entity.

Cost of Application

The Applicant shall bear all costs associated with the preparation and submission of its Application.

Application Due Date

The Application shall be submitted online through e-procurement portal on or before 1500 hours IST on the Application Due Date. The Authority may, in its sole discretion, extend the Application Due Date by issuing an Addendum uniformly for all Applicants.

Bid Processing Fees

The Bid Processing Fee is Non-Refundable. The Cost of EOI Document would be pay Rs 25000/-(Indian Rupees Twenty Five Thousand Only) to be paid through RTGS/NEFT in the following account details:
