Expressions of Interest (EOI) from domestic consulting firms for the Road Safety Expert for Second Rural Connectivity Investment Program

National Rural Roads Development Agency (NRRDA) invites Expressions of Interest (EOI) from domestic consulting firms for the Road Safety Expert for Second Rural Connectivity Investment Program.

Consultancy services are expected to cover the activities for a period of over three years from January 2018 to December 2020.

The firms must include in their EOI the following information:-

• General and overall experience of the firm on the project funded by Asian development bank, World Bank, or external agency.
• Experience of working on a similar project funded by ADB, World Bank or External funding agencies. Costing more than five crore
• Annual turnover of the firms for at least the last five years (year 2012-13 to 2016-17).
• Nature, cost, person month inputs, employer and specific experience.
• Summary of permanent professional employees and resource persons indicating the nature of specialization, qualification and experience considering requirements for the project.
• Previous or ongoing involvement of the consultancy firm for implementation of Road Safety Audits.

Interested firms should submit their Expression of Interest at the address below not later than 22.01.2018 14.30 hrs in a sealed envelope clearly marked "Expression of Interest," Road Safety Expert in NRRDA and in the States of Assam, Chhattisgarh, Madhya Pradesh, Odisha and West Bengal under Second RCIP. The sealed envelope will be opened on 23.02.2018 16.30 hrs.

Consultant Qualification

• The road safety expert should be a senior level  road engineer with a graduate degree or equivalent in civil engineering or related fields, having experience of preferably 15 years in the design of roads including rural roads, out of which he should have at least 5 years of experience in road safety engineering including conducting RSA and inspections on different types of roads, identification and treatment of black spots, development and implementation of road safety programs, road safety monitoring and evaluation.
• The expert should have demonstrated knowledge of engineering road safety measures proved effective in India, especially targeting vulnerable road users in the mixed speed/traffic environments and on rural roads.
• Experience in externally funded infrastructure projects would be desirable.
• The road safety advisor should be a senior level road engineer with a graduate degree or equivalent in civil engineering or related fields, having experience of preferably 15 years in the design of roads including rural roads, out of which he should have at least 5 years of experience in road safety engineering.
• Experience in management and coordination roles will be an advantage.
• Experience in information technology will be preferred.
• The expert should have demonstrated knowledge of engineering road safety measures proved effective in India, especially targeting vulnerable road users in the mixed speed/traffic environments and on rural roads.
• Experience in externally funded infrastructure projects would be desirable.
