1. General Guidelines
Media Lab Asia invites proposals from interested parties to conduct the baseline survey in the Lallapura Craft Cluster, Varanasi to find out their need / issues w.r.t their skills, computer awareness, designing, printing on trace paper, market exposure, financial status and resource management etc.
The same agency will have to conduct the impact assessment of the project beneficiaries (Women/Girls/Student/Artisans/SHGs) along with a Mid-term Assessment during the project implementation.
The schedules / questionnaire for baseline and impact assessment would be prepared in consultation with Media Lab Asia and other questions may be added as per need and nature of the study.
Scope of the Base Line Study and Impact Study is given below at para 2 & 3 respectively. The project details are given at – Annexure I
The target area, population and payment schedules are given below at para 4 & 5 respectively.
The Agencies submitting the offer should necessarily fill in the PROFORMA for Technical details – Annexure II. Incomplete applications shall be liable to be rejected.
The financial bid – Annexure III in respect of bidders who shall acquire minimum bench marks shall be opened by the committee for consideration.
Agency has to provide its profile & authorized signatory of the concerned authority along with Bank authorization letter for ECS, RTGS and Registration letter of the society/organizations from registrar or any other competent authority.
Media Lab Asia has right to change the scope of study before finalization.
2. Scope for Base Line Survey:
2.1 Terms of reference (TOR) to conduct baseline survey and impact assessment for Lallapura, Craft Cluster, Varanasi
To conduct a socio-economic baseline survey for the project in Lallapura, Craft Cluster Varanasi.
A baseline survey of women artisans from 16 wards of Lallapura, Varanasi to be conducted to find out their need / issues w.r.t their skills, computer awareness, designing, printing on trace paper, market exposure, financial status and resource management etc.
To study & analyze the collected information from the field & to prepare a report on baseline survey with appropriate case studies, feedbacks, forms, inputs etc.
Identify the parameters in Baseline Survey to be carried out for the Impact Analysis.
Some of the Indicators / Parameters for feedbacks/ questions from the embroidery artisan community, SHGs. Adolescents, students, Women, entrepreneurs for baseline study:
Household Identity
Information on Household members
Family income - from craft & others of the family
Details of family members involved in embroidery or other design activity
Name of handicraft practicing
Average man days available in a year
Involved in vocational trades – retail management, accounting etc
Information on women Self Help Groups and their work area
Mobile use pattern and knowledge on operational skills on smart phone / internet / Social Media / Online Marketing etc.
Awareness on banking, Financing and marketing
Current Skill level, Technical knowhow and Problem areas
Women and Child health status and knowledge of healthcare facilities etc in Lallapura, Varanasi.
2.2 Other terms and conditions for Base line Work: The study work should be completed within 01 Months/ 4 weeks from the commencement of the work order
2.3 Deliverables:
Submission of input documents including feedbacks forms, photographs/videos, case studies etc.
Submission of document on management of center resources and activities
Data analysis & study documents as interview videos, photographs, case studies etc.
Submission of action plan to provide a sustainable & scalable model
Submission of integrated final Baseline Survey/ document
Submission of all the data in the form of hardcopy as well as soft copy
Scope for Impact Assessment
3.1 Terms of reference (TOR) to conduct impact assessment for Lallapura, Varanasi
To conduct a mid-term impact assessment on completion of 1st year of the project.
To provide feedback and suggestions based on the mid-term assessment to MLAsia (corrective measures).
To design the final framework for impact assessment and to conduct a social-economic impact evaluation study by the end of 2nd Year. (starting with 22nd moth of the project)
To study and analyze the collected information from the field and to prepare a report on impact evaluation study with appropriate case studies, feedbacks, forms, inputs from the artisans, SHGs, students, entrepreneurs and women etc.
To analyze the project activities and suggest ways to make itself sustainable.
Target population for impact evaluation study – 3000-3500 beneficiaries of the project.
Impact Assessment Report should have detailed comparison with baseline data & post training changes (measured).
Some of the Indicators / Parameters for Impact Assessment would be as follows.
Increase in Income, Savings / assets of the family (any change after taking the training) through e-Commerce.
Up graded skills for making quality and quantitative embroidery based products to fulfill the market demands -
Better quality & increased efficiency in making embroidery
Involvement in embroidery or other design activity (Use of CAD Tool for designing after taking training)
Listing & selling of end products using various online portals, mobile apps and other technical applications
Better market reach through online and offline market platform
Improved decision making power and leadership among women artisans
Family health status and knowledge of healthcare facilities (awareness about the basic health issues after awareness camps conducted)
Raise in awareness levels on issues w.r.t Women that affect their life .The objective of the project is empowerment of women in Lallapura craft cluster by deployment of various ICT based solutions/ technologies including Chic™ (CAD Tool for Craft), Basic Computer training and health awareness. The beneficiaries will be trained e-Commerce, online marketing brand vale of the products, retail management and entrepreneurship development for the following objectives:
To enhance the embroidery skills and productivity of Women/ Self Help Groups (SHGs) through Chic™ (CAD Tool for Craft) application.
To create women entrepreneurs / leaders by enabling ICT based solutions for livelihood enhancements.
To establish financial and marketing linkages based enterprises for sustainable income generation.
To create awareness and providing guidance on relevant issues w.r.t health & hygiene, sanitation, mother and child health etc
