About the Proposal
To provide safe and secure drinking water supply in the villages, the Ministry of Jal Shakti, Government of India has launched the ambitious programme “Jal Jeevan Mission (JJM)” in September 2019, across the country. With an aim to provide functional household tap connection to every rural household by 2024 with community partnership. This coincides with the United Nations Sustainable Development Goal-6.
On World Water Day 2021, UNOPS entered into a partnership with the Government of Denmark to support the Prime Minister of India’sflagship community-managed programme - Jal Jeevan Mission (Water program).
The purpose of partnership between the Government of Denmark and UNOPS is to provide strategic technical support to the Jal Jeevan Mission (Water program). UNOPS shall be focussing on instituting scalable delivery models in focused 20 water scarce districts across Uttar Pradesh (Banda, Chitrakoot, Mahoba, Lalitpur, Jalaun, Kaushambi, Sonbhadra, Mirzapur, Prayagraj, Hamirpur & Jhansi), Rajasthan (Ajmer, Jaipur Rural, Udaipur and Alwar), Tamil Nadu (Ramanathapuram & Virudhunagar) and Assam (Nalbari & Kamrup Rural) as per the priorities laid down by the Government of India’s operational guidelines of Jal Jeevan Mission.
The assignment focuses on training a target group. This group is formed as per the guidelines of JJM and is called Village Water and Sanitation Committee (VWSC). The VWSC is responsible for carrying out the activities under JJM and take the scheme forward. The VWSCs consists of members from the community who are then capacitated to take duties on day-to-day basis.
Purpose and Scope of Assignment
UNOPS intends to engage an Agency to develop an e-learning module for the training and capacity building of VWSCs. The agency will be responsible for the design and development of e-learning packages for different training modules that will be shared by the UNOPS. The different e-learning modules are aimed to provide easy access to VWSC members or any other interested member of the community to learn more about the duties of committee members and participate in the smooth running of Jal Jeevan Mission. Creation of a user-friendly and visually appealing dashboard that provides users with convenient access to various features, settings, and information.
Objective
To provide an opportunity to VWSC and community members to upgrade their skills and self-assessment. To ensure continuous development through effective learning To develop the skills for current role for long-term To promote e-learning platform at the ground level for the outreach of Jal Jeevan Mission.
Eligibility
Important system specifications are asfollows:
- Instructional design of modules based on content provided by UNOPS as an iterative process.
- Ability to develop high quality e-content based on the nature of content and as agreed with UNOPS.
- Develop engaging micro-learning nuggets, including story- based learning comprising of illustrations, animations, and scenario-based exercises and assessments.
- Follow and customize designs based on UNOPS’s requirements/guidelines.
- Developing end to end customized digital content, including but not limited to e- Learning courses. Finalized content to be delivered in English and Hindi.
- Design built-in digital assessment strategy and evaluation criteria for each module to track and measure user performance for the entire module.
- To provide a clear project plan in line with milestones and deliverables in discussion with UNOPS.
- Regular updates to the project team and respective members at UNOPS on progress of assignment.
