One of the largest Industrial Townships of Asia Not very far from Delhi yet away from the dirt, grime, and pollution, part of the National Capital Region, Noida is the industrial fairyland of the nation. New Okhla Industrial Development Authority - NOIDA is one of the largest planned industrial townships of Asia. Set up in 1976, with a view to develop an Integrated Industrial Township for the industrial growth of the area, under the Uttar Pradesh Industrial Area Development Act, it best symbolizes harmony between human habitat and Industrial Enterprise.
It is located in the state of Uttar Pradesh at the fringes of Delhi, the national capital. Located at the doorstep of Delhi, NOIDA is only 14 Kms. away from Connaught Place. The 550 mtr. long, eight lane NOIDA Toll Bridge across Yamuna connecting Maharani Bagh in Delhi to NOIDA has further reduced the distance, time and cost of commuting to and fro Delhi-NOIDA. Noida has all the key advantages of Delhi without having its disadvantages. The development area encompasses about 20, 316 hectares of land consisting of 81 villages of district Gautam Budh Nagar.
Noida is bounded by NH-24 Bye-Pass in the North beyond which the Ghaziabad Development Area exists, in the East by River Hindon beyond which Greater Noida Industrial Development Area exists, in the West by River Yamuna, beyond which are the States of Delhi and Haryana and in the South is the meeting point of the rivers Yamuna and Hindon.

The scope of Work:
The selected Agency/ NGO shall undertake the below activities, but not limited to, in a time-bound manner to achieve the objectives and the purpose of Swachh Survekshan, sanitation (ODF), capacity building and effective waste management, detailed as under:
Full team deployment to undertake entire field operations as per TOR.
To undertake sanitation and waste management baseline survey in the entire area of NOIDA’s jurisdiction including slum and residential areas to understand the existing status at the micro level and present the gap analysis with possible recommendations for overcoming the challenges, if there any in sanitation and waste management.
a) This baseline survey shall be for the entire area of NOIDA’s jurisdiction, which does include – Commercial, Industrial, Residential and all slums, villages, RWAs, Societies, Apartments, Independent Household dwellings, educational establishments, institutions (Govt./ PSU/ Pvt.) etc.
b) It will also include waste management survey (Quantification & waste characterization analysis, waste generation sources, segregation status and resource gap analysis etc.)
To analyze survey data & survey report to come up with the exact number of households who defecate in open and suggest remedial measures/ possible solutions to make the indicated area open defecation free (ODF) Suggestions to construct number of individual households’ toilets (IHHL); CT & PT is also a part of the process.
To identify open defecation spots in the slums, residential areas, footpaths, subways and sectors at large, creating awareness involving RWAs, local residents, female groups, youth groups and children; and helping Authority to make the sectors ODF. To prepare a detailed open defecation elimination plan for Noida.
To undertake and complete all documental activities required in compliance with Swachh Survekshan
To obtain ODF declaration formats from various stakeholders such as RWAs, sector representatives, city administration, schools, school students, schools staff, self-help groups etc.
To mobilize resident communities and bring awareness to segregate the waste at source and not to throw or dump waste in back lanes and open plots. To distribute two bins to residents (as provided by the NOIDA) as a part of awareness activities to encourage residents to inculcate the habits of segregating the waste at source. a) The authority shall provide the bins as per the quantity furnished in the survey report by the NGO. b) NGO will have to get it distributed with the help of Authority and maintain a database of it for future reference if any.
To undertake thematic cleanliness drives as per the guideline of Swachh Bharat Mission (Urban) in all slum and residential areas, schools, main markets, bus stations, railway stations, heritage monuments, parks, hospitals, restaurants and religious places of Noida immediately.
To get the geo-tagging of entire waste primary, secondary and tertiary collection points along with total mapping of waste generation sector wise/ bulk generators etc.
a) Geotagging of all the primary, secondary and tertiary points of waste supply chain to be provided in the soft copy format (in any of the widely accepted format viz. SHP (Shape File), KMZ/ KML (Keyhole Markup Language). Authority may extend possible support if any required.
b) The geotagging shall be also done for the OD spots/ Public Toilets/ New upcoming PT/ CT in the city. To apply Community-Led Total Sanitation (CLTS) method with the use of various triggering tools (e.g. demonstration of Fecal-oral route, calculations of shit and medical expenses, safety & security of old age and children, women’s pride etc.)
To help in identifying key resource persons, faith leaders, frontline workers, volunteers and Swachhagrahis at the community level; formation of Local Nigrani Samitis (monitoring committees) to undertake ODF and solid waste management activities in their area.
To make necessary morning-evening follow-ups at OD spots to stop open defecation and to conduct various field activities which include – Nukkad Natak, Mohalla Sabha, Samudaik Baithak etc., to make it Jan Aandolan.
To help Authority to get the fund (partial grant) for toilet construction distributed in an appropriate manner so that no beneficiaries get neglected if so required
To mobilize and motivate 80% of urban households engaging in open defecation to construct individual households latrines (such as twin pits, septic tanks with soak pit, bio-digesters, or bio-tanks), conversion of insanitary and single pit latrines in to sanitary latrines and sensitise people not to construct new insanitary toilets such as dry / bahou/ single pit.
To mobilize the remaining 20% of households practicing open defecation (are assumed to be catered by community toilets due to constraints of space) to use IHHL/ CTs/ PTs To fulfill all the necessary conditions and protocols of SBM (U) have to fulfill to declare ODF to the sector/city To get the NOIDA ODF Certification.
To regularly train the sector leaders and RWAs on waste segregation and its management
To organize trainings workshops and building capacities of Safai karmis, sanitation workers, Swachhagrahis, volunteers, officers, frontline workers, community key persons and their handholding support to carry out ODF drive
To train field and sanitation staff of NOIDA on effective solid waste management tact, door to door collection, route rationalizing of vehicles, it’s planning and to get it approved from NOIDA officials and Bidder.
To promote personal hygiene and motivate citizen to keep their neighborhood clean.
To maintain MIS, data and keep records of the sanitation activities/interventions and submit the same to NOIDA for their reference and necessary action. To report weekly as per the requirements of Consultant/ NOIDA.
To undertake various follow-up measures as per the above activities/ ongoing activities of the field as desired by the consultant/ NOIDA To submit final assessment and evaluation report to NOIDA as and when desired by the Consultant/ NOIDA
