RFP Title: from interested agencies for Empanelment of Research Organizations/Firms for Campaign Evaluation/ Impact Assessment studies with BOC.

Introduction:

Bureau of Outreach and Communication (BOC), Ministry of Information & Broadcasting, Government of India is a nodal agency of government of India for release of advertisements of Ministries/ Departments of Governments of India as well as central Public Sector Undertakings (PSUs). BOC invites EOI/RFP for “Empanelment of Research Agencies for campaign Evaluation/Impact Assessment studies”

Objectives:

BOC desires to create a panel of such organizations which have expertise in studies to evaluate/ assess campaign impact/ conduct market research/social audits/ media surveys/ communication studies on pan India Level. The organizations must have expertise to design and conduct such studies across the country. The applicants may quote their price as demanded by this RFP and BOC will also create a rate list for the studies based on the submitted quotes.

Scope of work:

  • Design scientific methodology with representative sampling studies to plan and gauge campaign effectiveness based on its respective objectives and message.
  • Conduct qualitative and quantitative surveys across the country to evaluate the campaigns.
  • Provide details of methodology data collected and analysis of the campaign. The study should be able to provide details of the reach and effectiveness of the campaign for strategic inputs for campaign planning/improvement.
  • A comprehensive report covering the effectiveness of the whole campaign will have to be submitted within prescribed time for each respective campaign evaluation.

  Pre-Qualification/Eligibility Criteria for Applying:

  • The applicant should be a firm/ Company /LLP/ Partnership/Proprietorship Firm/ Society, duly registered under the relevant laws.
  • The organisation should have executed at least 5 market/ media research/ impact assessment/social audits/evaluation studies in the last years from the date of opening of this RFP.
  • The average annual turnover should be at least Rs. 4 crore, in the last three financial years.

Evaluation of Financial Bid:

All applicants are also requested to submit a financial proposal as well in a separate sealed cover. The formal of the financial proposal is given in the Annexure-VIII

The Following three price must be quoted.

  • Price for design of Methodology per study.
  • Price for report compilation per project
  • Price for data collection for 1000 samples per district for following categories separately.

Eligibility Criteria:

 The applicant should be a firm/ company/ LLP/ Partnership/ Proprietorship Firm/ Society, duly registered under the relevant laws.

The Organistaion should have executed at least 5 Market/ Media Research/ Impact Assessment/ Social Audits/ Evaluation studies in the last 5 years from the date of opening of this RFP

The average annual turnover should be at least Rs. 4 crore, in the last three financial years.

The applicant should not have been ever blacklisted by any government department/ organization/body

Last date for submission of Proposals: 16th Nov. 2018 by 1500 hrs.

Opening of Bids: 19th Nov. 2018 – 1100 hrs.
