RFP Invites For Appointment Of The Concessionaire For Implementation Of Smart Bus Shelters’ Project At Ujjain

Ujjain Smart City Limited (the “Authority”), in its endeavor to improve the service delivery of its transportation system in the Smart City ABD Area, has undertaken concerted efforts to upgrade & rehabilitate its existing bus shelters, provide new bus shelters, offer new and better avenues for the commuters and improve revenue through better service delivery.

The Authorityis developingthisbus sheltersproject on Design, Build, Finance, Operate and Transfer (the "DBFOT") basis(the “Project”). The number of bus shelters, to be developed under this Project, have been divided into four packages (the “Project Package(s)”), with each Project Package containing multiple bus shelters, as detailed out in Volume III of this RFP. The implementation of each of these Project Packages has been divided into three phases, that are (1) Preparatory Period of 3 (three) months (2) Development Period of 6 (six) months and (3) Operations Period of 10 (ten) years. The Authority now intends to appoint Concessionaire(s) for the implementation of each Project Package. Towards this, the Authority is now inviting Bids from the Eligible Bidders as per the laid-out norms in this Request for Proposal.

Background

The Authority, a special purpose vehicle formed specifically to develop an area selected under Government of India’s Smart City initiative (the “ABD Area”) and to implement the smart technology solutions under pan city initiative for the Ujjain city, has been incorporated on November 02, 2016 as a State Government Company under Companies Act, 2013. The Authority, is desirous of implementing the Project through private participation on Design, Build, Finance, Operate and Transfer (the “DBFOT”) basis, through different Project Packages, and has decided to carry out a common Bidding Process for selection of the Concessionaire(s) to whom the respective Project Packages may be awarded.

The Board of Directors of the Authority has approved the Project to be developed through private participation on DBFOT basis.

Eligibility of Bidders

The Bidder shall either be single entity or a group of [two entities] (the “Consortium”), coming together to implement the Project (the “Bidder”). However, no Bidder submitting Bid either as a single entity or as a member of a Consortium, as the case may be, can be member of the other Bidder. The term Bidder used herein would apply to both a single entity and a Consortium.

The Bidder shall be allowed to submit only one Bid per Project Package.

The Bidder or the Consortium Members, as the case may be, must be a corporate entity incorporated under Companies Act, 1956 or Companies Act, 2013 or the relevant laws in the respective country of their incorporation.

Qualification criteria

The Bidder must fulfil the criteria stipulated in Clause 2.2 hereinabove. The Bidder must possess the relevant certification of incorporation and the copy duly signed and sealed by the authorized signatory should be attached with the Application for Qualification.

To be eligible for Qualification and short-listing for opening of Envelope-2, the Bidder shall fulfil the following conditions of eligibility of Technical Capacity and Financial Capacity as described below:

Technical Capacity: for demonstrating the technical capacity and experience (the “Technical Capacity”), the Bidder shall, over the past 10 (ten) financial years preceding the Bid Due Date:

Should have or have been executing at least two comprehensive city bus shelters’project(s) on public private partnership or engineering procurement & construction basis, having total project cost above Rs [35% of the Estimated Project Cost of one package].
