RFP Invites For Gender Responsive Governance Leading To Better Outcomes For Women Based On Improved Access To Their Rights And Entitlements

Background

The Government of India has prioritized improving governance as its central agenda across ministries. The current government stressed on “efficient overall governance, delivery systems and implementation of programmes."

UN Women’s mandate to support member-states in the implementation of international normative standards on gender equality and women’s empowerment, places it well to work towards mainstreaming gender in governance. Women’s political representation, both in the Parliament and in the local governments is only 11% each. Creating a cadre of women elected representatives and leaders will contribute to bridging the intergenerational gender gap as well as developing new ideas and different perspectives. UN Women has a comparative advantage in providing tailored leadership and technical trainings to enhance the active participation of women in policy discussions.

Programme Objectives

  • Supporting the proposed areas of intervention in India is expected to strengthen governance institutions and support their normative commitments in three major ways:
  • First, strengthening governance institutions based on a thorough review of the current capacity building approaches and interventions currently being undertaken at the national, sub-national and local levels and embedding technical support at the state levels, is expected to inform the most significant link in promoting good governance.
  • Second, pilot testing gender responsive implementation of key government schemes is expected to create a body of evidence that will inform further upscaling of key government schemes and initiatives.
  • Third, supporting government institutions on their ability to deliver on normative frameworks and intergovernmental coordination is essential to mainstreaming gender at national and sub-national levels.

Evaluation Objectives

The specific evaluation objectives are to:

a) Analyse the relevance of the programmatic strategy and approaches;

b) Validate project results in terms of achievements and/or gaps toward the outcomes and outputs, with a critical examination of how/to what extent the project supported efforts and strengthened the capacities of stakeholders, as well as national and state partners from government and civil society to advance gender responsive governance,

c) Assess the potential for sustainability of the results and the feasibility of ongoing, nationally led efforts in advancing gender responsive governance;
