RFP for Appointment of Project Management Consultant (PMC) for Smart City Projects including ICT infrastructure under Smart City Mission (SCM)

The employer invites proposal to provide the following consulting services for Appointment of Project Management Consultant (PMC) to Design, Develop, and Monitor/Supervise Implementation of works related to all Smart City Projects including ICT infrastructure under Smart City Mission (SCM). More details on the services are provided in the Terms of Reference in this RFP document and qualification requirement is at Instructions to Consultants.

RFP document can be downloaded from the website of www.mahatenders.com The bids of only those Applicants shall be considered for evaluation who have made payment of Rs 25,000/- (Rs Twenty five thousand only) for the RFP document without which bids will not be accepted.

Eligibility criteria

• The Bidder/s shall be either a private company, firm incorporated in India under the Indian Companies Act 1956/2013 or a consortium of such registered companies. A company incorporated under equivalent law abroad can be a part of consortium provided they produce such registration certification. However the lead partner of the consortium has to be a registered company under Indian Companies Act 1956/2013. The Bidder/s shall be required to submit a true copy of its Incorporation Certificate
• The Bidder/s must have a valid GST registration
• The Bidder or lead member of the consortium must have at least one office in India which has been operational for the last ten years or more
• The sole bidder/any Consortium member should not have been blacklisted /debarred/ termination of contract except for reasons of convenience of client by any Government / Government Board / Corporation / Company/ Statutory Body / PSU company/ NonGovernment/ Government of any sovereign countries /Private Agencies and Funding Agencies in the last 10 years.
• The Consultant (in case of single business entity) should have a minimum average annual turnover of INR 100 (Hundred) crores during the last three (3) financial years with 40% received from ICT consultancy; In case of Consortium the Lead partner of the consortium should have minimum average annual turnover of INR Rs. 50 (Fifty) crores and Rest of consortium partner together should have a minimum average annual turnover of INR 50 (Fifty) crores during the last three (3) financial years. In case of consortium the Lead partner should have received INR 40 crores fees from ICT consultancy.
• The bidder (Sole Consultant)/ Lead member of the consortium partner should have Experience in at least 5 (Five) assignments for Project Management Consultants/ Support Units/ Technical Support or Coordinator Consultants /Project Planning and Design/ Preparation of Detailed Project Reports for urban infrastructure assignments at government levels (Central/ State/ Municipal) out of which at least one should having experience of completing ICT strategy and technology consultancy/ICT technology PMO project in any city with five lakh population in India worth more than Rs. 3 crore in last five years prior to Bid submission.

Earnest Money Deposit (EMD)

The Bidders are required to submit Earnest Money Deposit of 20,00,000/- (Rupees Twenty Lakh Only) and EMD will be accepted in the form of bank guarantee in favour of Smart Kalyan-Dombivli Development Corporation Limited, payable at Mumbai. The EMD shall be valid for 180 days from the PDD.

Bid Processing Fees

The Bidder has to submit Tender form fee (Non Refundable) as mentioned in the Tender notice. The Bidder shall submit (upload) the Technical and Financial Proposal in electronic formats. Tender Form Fee (Non Refundable) will be accepted through online payment mode only through the payment gateway provided at www.mahatenders.gov.in and the receipt of the same shall be submitted along with technical proposal.

Proposals must remain valid days after the submission date, i.e. until: 180 days
