Background:

The United Nations Office on Drugs and Crime is the main UN agency in the fight against illicit drugs, crime, corruption and terrorism in line with UN Conventions and Universal Instruments. The UNODC Regional Office for South Asia (UNODC ROSA) is located in New Delhi (India) and covers six countries of the region: Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka.

Introduction:

UNODC Regional Office for South Asia (ROSA) is currently implementing a global project to prevent and address trafficking in persons (TIP). In South Asia, this project is being implemented in India and Sri Lanka. This project will assess the current situation of trafficking in some prioritised states in India, deliver technical support to the key stakeholders to increase their ability to identify, investigate, prosecute and adjudicate trafficking in persons and to protect and support victims and witnesses, and share the good practices being implemented in the region through the UNODC TIP platform. One of the key aspects of the programme is an assessment of the successful multi-stakeholder initiatives implemented by the government, in particular the AHTUs functioning across the country.

Specific Objectives:

• To assess the functioning of AHTU in selected States of India in rescue, protection and prevention aspects of trafficking
• To assess the impact and challenges faced by AHTU in performing their roles and responsibilities
• To assess the inter-state processes and procedures followed in rescuing victims of trafficking and challenges thereof.
• To identify good practices being adopted by AHTUs.
• To assess the needs for further strengthening their capacities

Scope of work and expected outputs/ deliverables:

There are more than 260 AHTUs operational throughout the country. The AHTUs consist of key stakeholder representatives including the police, prosecutors, NGOs and civil society; and are responsible for rescuing victims, investigating the perpetrators and providing legal aid, counselling and related services to the survivors with the help of local NGOs.

Eligibility/Qualification

• The agency should have at least eight years of research experience on trafficking in persons and/or associated issues such as human rights, child rights, women rights, crime prevention and criminal justice etc.
• The agency should have experience in conducting assessments and gap analysis.
• Team Leader should have minimum five years of experience in conducting research activities independently on trafficking in persons, human rights issues, crime prevention and criminal justice etc.
• Key Team members should have at least three years’ experience of undertaking research projects.
