“Consultancy for carrying out Multi Hazard Risk Assessment for the State of West Bengal”

1. The objective of the consultancy is to support the Government of West Bengal and establish appropriate scientific methods for assessing the hazard, risk and vulnerability and establish the risk assessment platform to enable stakeholders in formulating risk reduction plans, strategies and informed choices on the investments.

2. The Joint Secretary, Disaster Management & Civil Defence Department on behalf of Governor of State of West Bengal now invites eligible Consultants to express their interest in providing the Consultancy Services for the aforesaid assignment.

3. Interested consultants must provide the following information indicating that they are qualified to perform the required Services; Brochures, Description of Similar Assignments undertaken in the past, availability of skills among staff and certified financial statement(s) for the last 3 years.

4. The criteria for short listing of the Consulting firms shall be as follows :-

· The firm should be in consulting business at least for the last 5 years (in case of JV, all the members shall satisfy the requirement).

· The firm shall be financially sound, and submit annual turnover / financial statement for the last three financial years i.e. for the period 2014-15, 2015-16, 2016-17 (In case of JV, each participating firm should . The firms should have a track record of successfully completing at least two similar assignments during the previous seven years.

· Availability of skills among key staff in the disciplines of: scientific multihazard risk assessment studies, disaster risk mitigation and planning or strategy development including policy and operational issues, seismology, geology, hydrology, vulnerability assessment, climatology, economic, GIS, Statistics, surveys, etc. [in case of JV all partners combined shall satisfy 100% requirement].

5. The consultant may associate with other firms to enhance their qualifications.

[The “Association” may take the form of a joint venture (with joint and several liability) or of a sub-consultancy], and this should be stated clearly in their submission.

6. A consultant will be finally selected in accordance with Quality and Cost Based Selection (OCBS) procedures.

7. Interested Consultants may obtain further information at the address given below from 10.00 – 17.00 hours (IST) on all working days. This notice for Expression of Interest has also been posted on the e-procurement website wbtenders.gov.in and will be also available on local and National Newspapers.

8. Expression of Interest with all relevant information and documents must be uploaded online on e-procurement web site wbtenders.gov.in and subscribed as “Multi-Hazard Risk Assessment for West Bengal State” by not later than 17:00 hours (IST) on 18.12.2017. In the event, this last date being declared as holiday by the State Government, due date for submission of hard copy of EoI will be the next working day up till the same appointed time.
