Kamarajar Port Limited (KPL) invites Tenders in two cover system (Financial bid & Price bid) through e-procurement mode for the “Appointment of Consultants for carrying out Environmental & Social Impact Assessment (ESIA)/ Environmental Impact Assessment (ESA) studies for Development of Coastal Employment Unit (CEU) at Kamarajar Port

Background

Kamarajar Port Limited (KPL) is one of the fastest-growing major ports in India. The only corporate major port, KPL is located at 13° 15’ 30” N and 80° 21’ 00” E. Kamarajar Port was built to decongest Chennai Port, located 24 km to the south. Kamarajar Port presently has seven operational berths – 2 coal berths used exclusively by the Tamil Nadu Generation and Distribution Corporation (TANGEDCO), 1 multi-user coal berth (Chettinad International Coal Terminal), 1 multi-user marine liquid berth, 1 general cargo berth (primarily used for the export of automobiles) and two newly opened berths - 1 container berth (phase 1 of the Adani Ennore Container Terminal) and 1 multi-cargo berth (Chettinad International Bulk Terminal).

Conditions of Eligibility

Applicants must read carefully the minimum Conditions of Eligibility (the “Conditions of Eligibility”) provided herein. Proposals of only those Applicants who satisfy the Conditions of Eligibility will be considered for evaluation. To be eligible for evaluation of its Proposal, the Applicant shall fulfil the following:

The consultant shall be an “Accredited EIA consultant” with Quality Council of India (QCI)/NABET, MoEF under Category ‘A’ for Project / Activity 7(C), in particular (Industrial estates/parks/complexes/areas, export processing Zones (EPZs), Special Economic Zones (SEZs), Biotech Parks, Leather Complexes).

Eligible Assignments: Documentary proof of having successfully completed at least 5 studies in Environmental and Social Impact Assessment (ESIA) / Environment Impact Assessment Studies (EIA) and obtained the Environmental Clearance (EC) from SEIAA/MoEF under Category “A” for at least two Industrial Park/Industrial Estate/Special Economic Zone project in a contiguous land parcel with minimum area of 200 acres, in the last 7 years ending 31.03.2018 for any Central/State/PSU/ any reputed industry. Applicant shall submit relevant documentary evidences for completion of the studies and obtaining ECs.

Objective

The consultant shall carry out site screening, coordinate with consultant appointed by KPL for master planning while preparing the Pre-feasibility Report, carry out Environmental & Social Impact Assessment (ESIA) / Environmental Impact Assessment (EIA) studies with baseline environmental monitoring, initially for one (1) Season other than monsoon season and for two (2) additional non monsoon seasons if SEIAA / MoEF requires comprehensive ESIA / EIA study), and prepare Environmental Management Plan (EMP), Risk Assessment & Disaster Management Plan (DMP) etc., as needed for obtaining Environmental Clearance (EC) from SEIAA / MoEF and CFE from TNPCB for the proposed CEU at Kamarajar Port.

Deadline for Submission of Bids

Bids must be uploaded in the website www.eprocure.gov.in not later than the time and date indicated in the NIT.

The employer may extend the deadline for submission of the bid by issuing an amendment in accordance with clause 4.14, in which case all rights and obligations of the employer and the bidders previously subject to the original deadline will then be subject to the new deadline.
