Project Background

The Minamata Convention on Mercury is a legally-binding multilateral environmental agreement under the aegis of UN Environment that aims to protect human health and environment from anthropogenic emissions and releases of mercury and mercury compounds. The Government of India signed the Minamata Convention on September 30th, 2014 and is currently deliberating on its ratification. UNDP with funding from the Global Environmental Facility (GEF) is supporting the Ministry of Environment, Forest and Climate Change (MoEF&CC), Government of India in determining the national needs and requirements for ratification of the Minamata Convention on Mercury by undertaking a Mercury Initial Assessment (MIA). The assessment encompasses conducting a national inventory of various sources of mercury in the country. The project activities will focus on strengthening India’s capacity to manage and monitor mercury use, import, export, stockpiles, emissions, and releases throughout the country.

Objective:

The objective of this assignment is to develop a national mercury profile by conducting a national inventory of mercury emissions and releases from the categories and sub-categories listed in and following the UN Environment "Toolkit for identification and quantification of mercury releases" – version 2017.

The national mercury inventory will include among others (using the terminology of the Minamata Convention):

  • (a)Identification of sectors that use mercury (b) Yearly consumption in these sectors along with their industry structure and manufacturing process details, and (c) Emission and release sources of mercury throughout the manufacturing process in detail. (d) Consumption, emission and release of mercury in the mercury-added products (domestically produced as well as imported). Each of the above mentioned should be concluded with strong supporting rationale;
  • (a)Emission sources of mercury; and, b) Release sources of mercury to land and water.
  • Existing stocks of mercury and/or mercury compounds, supply and sourcing procedures of mercury including the imports, local production as well as recycling activities, -import and export procedures and amounts, including an assessment of the storage conditions;
  • Listing of already known mercury-contaminated sites in India, and identification of other sites that may potentially be mercury-contaminated due to current or historical mercury (desk study only)
  • (a)Trends of mercury usage and b) Overview of alternative products and technologies employed for controlling mercury use, emissions and releases (based on existing aggregated studies)

Criteria for Essential Eligibility/Qualification:

  1. The agency should have minimum five years of experience and executed five projects in inventory development for chemicals or other environmental pollutants.
  2. The Team leader should be Graduate in chemical engineering / environmental engineering / environmental science and management / chemistry / other equivalent or related disciplines with minimum five years of experience in environmental inventory development, primary and secondary data collection and analysis
  3. Other key personnel (minimum two members) should be Graduate in engineering or equivalent degree with two years of post-qualification experience in chemical and waste management
