RFP for Empanelment as Training Providers for Implementing Skill Development Training Programs under the Government of West Bengal Phase V

Background

The TET&SD department through its Directorates and Council supervises 216 ITIs, 146 polytechnics and around 2800 vocational training centers operating all over the state with an annual target of skilling around 7.5 lakh youths under the Utkarsh Bangla scheme in the institutional and non-institutional mode for the financial year 2016-2017.

To address the requirement of skilled manpower across various sectors and to narrow the existing gap between the demand and supply of skills, Government of West Bengal has also constituted the West Bengal Skill Development Mission (WBSDM) under chairmanship of the Hon’ble Chief Minister along with constitution of the Paschim Banga Society for Skill Development (PBSSD) under the chairmanship of the Chief Secretary to implement the decisions of the WBSDM.

Eligibility of Applicants

General Criteria

a. A company/partnership/proprietorship/society/trust registered on or before 30.11.2017 or an NSDC partner. Certificate of Incorporation or trade license (only for proprietorship) or other registration document containing date of incorporation shall be submitted. NSDC partners also need to submit a copy of the Loan Agreement with NSDC in addition to Certificate of Incorporation. ITI & Polytechnic shall submit a copy of their affiliation/registration.

Financial capability

a. The applicant should have a positive net worth as on 31.03.2017.

b. The applicants should have average annual turnover / receipts of INR 10 lacs from conducting training programs during the last two years (FY2015-16 and FY2016-17) or more than INR 15 lacs during FY 2016-17. NSDC Partners / ITI / Polytechnic operators /STVT centers recognized by erstwhile WBSCTVE&SD shall be exempted from meeting this criterion.

c. Audited P&L / Income Statements for the years FY 2015-16 and FY 2016-17, where in existence for the period, need to be submitted online. A certificate from auditors / chartered accountants in Tech 5 shall be submitted

Technical Capability

a. The applicants should have trained a total of at least 100 candidates per year during the last two financial years (FY2015-16 and FY2016-17) or at least 150 students in last financial year2016- 17. NSDC Partners, ITIs and Polytechnics operators and STVT centers recognized by the erstwhile WBSCTE (for affiliated sectors)shall be exempted from meeting these criteria.

b. A list of trainees trained during the appropriate period in a non-editable PDF file as per format given in TECH 6 shall be submitted with the proposal online. Supporting documentation may be verified at the time of Inspection.

c. “Trained” in this context means individuals having received vocational training of a minimum duration of 200 hours per head in the sectors or modules covered by any of the following:

• Courses or modules or job roles notified by NCVT/Sector Skills Council
• Training Programme sponsored by any state or central government department/ministry.
• Courses being undertaken by Industry Associations and duly certified by central orstate government approved certifying agencies.

Placement Capability

a. The applicant should have placed a total of at least 80 candidates per year in employment during the last two financial years (FY2015-16 and FY2016-17) or 120 candidates in last FY 2016- 17. NSDC Partners/ ITIs/ Polytechnics operators and STVT centers recognized by the erstwhile WBSCTE (for affiliated sectors)shall be exempted from meeting these criteria.

b. A list of candidates placed during the appropriate period in a non-editable PDF file as per format given in Tech 7 shall be submitted with the proposal online. Same may be verified at the time of inspection
