RFP for Empanelment of Consultants for IT Projects in Govt. of Maharashtra for period of 5 years

Government of Maharashtra invites proposal from competent firms for empanelment of consultants for e-Governance projects in Maharashtra

The empanelment shall be across following categories of consultants for the type of work given below:

Categories of Resources (consultants):

Associate Consultant, Consultant, Senior Consultant, Managing Consultant, Principal Consultant

Type of work: Preparation of DPR, Project Design, Bid Management, Project Management, TPA and System/Cyber audit, Finance & Accounts etc.

Pre-Qualification Criteria

• The bidder should be in existence for more than 10 years in India
• The bidder should be a company incorporated under Companies Act, 1956 (Copy of the certificate of incorporation from the office of the registrar of companies)
• The bidder (the entity that is bidding for the empanelment) should have executed/executing atleast 1 large scale e-Governance/Government transformation project as Consultant in India with order value more than Rs.5 crore from Consultancy (Copy of Letter of Intent or Work Order or Agreement or letter from clients)
• The bidder’s average annual revenue over 3 years from Consultancy services should be atleast Rs 100 crore – for the year ending March 31, 2015, 2016 and 2017 (Certified Copy of audited P&L Statements to be provided)
• The bidder should have positive net worth of Rs. 15 crore in each of the last 3 years - Year ending March 31, 2015 2016 and 2017 (Certified Copy of audited Profit and Loss (P&L) Statements to be provided)
• The bidder should have atleast 100 full time employees in Consultancy services as on 31st Dec 2017 (Certificate from the HR/Authorized Signatory on the company letterhead with names of the consultants)
• The bidder should establish an office in Mumbai within one month from date of empanelment. (Number of offices certified on the letter head of the company)
• The bidder should not have any blacklisting in force by any State / Central Government at the time of submission of the bid (self-declaration on the letter head of the company)
• Consortium bids are not allowed.
