About BEE

The mission of Bureau of Energy Efficiency (BEE) is to develop policy and strategies with a thrust on self-regulation and market principles, within the overall framework of the Energy Conservation Act (EC Act), 2001 with the primary objective of reducing energy intensity of the Indian economy. This will be achieved with active participation of all stakeholders, resulting in accelerated and sustained adoption of energy efficiency in all sectors.

Organization

Under the provisions of the Energy Conservation Act, 2001, Bureau of Energy Efficiency has been established with effect from 1st March, 2002 by merging into it, the erstwhile Energy Management Centre, being a society registered under the Societies Registration Act, 1860, under the Ministry of Power.

The mission of the Bureau of Energy Efficiency is to assist in developing policies and strategies with a thrust on self-regulation and market principles, within the overall framework of the Energy Conservation Act, 2001 with the primary objective of reducing energy intensity of the Indian economy.

Scope Of Work

  • Identify around 80 proven energy efficient technologies (at least 2 technologies from each sector) among the following list of sectors, in consultation with BEE.

The technology shall be selected based on the following parameters –

  • Replication potential in the cluster
  • Energy saving opportunities
  • Payback period
  • Availability of technology with local service providers
  • BEE will select the technologies from these identified/proposed technologies. Clusters shall also will be selected by BEE for preparation of the multimedia tutorials.
  • Developing a script cum storyboard for tutorials in consultation with Bureau of Energy Efficiency on selected proven energy efficient technologies.
  • The firm / agency needs to travel to each of the selected locations for video shoot. At each selected location, video shooting needs to be carried out, using high resolution camera, for duration of at least 2 days each.
  • The Firm/Agency may also need to interact with the empaneled local service providers for these clusters for all intermediate work related to writing of script, development of 3D animations etc.
  • Along with the SME units and Local service proivders, the Firm/Agency may also require to visit Equipment Manufacturer’s sites located across the country for comprehensive coverage of energy efficient technologies.
  • The Firm/Agency needs to prepare around 50 multi-media tutorials, one each on each proven energy efficient technology applicable in the above sector, comprising of video, audio, text and 3D animation, including videos of successful interventions; enabling an easily comprehensible know-how dissemination.
  • Each tutorial will have the following details on the technology / practices:
  • Application
  • Benefits [energy, cost, production related, local and global pollution]
  • Working – Principle
  • Comparison to conventional system
  • Best operating practices
  • Interview selected personnel for the tutorials who will include actual beneficiaries, Implementing Partners and key program staff of Bureau of Energy Efficiency etc.
  • Each tutorial will be of 5 mins duration and will have animation for the duration of at least 1 mins.
  • The content shall be produced in English and Hindi. It should be noted that the content shall be used by professionals at every level of the SME production chain. Hence, it is envisaged that the language of instruction is simple and the production is capable of catching attention.
  • Tutorials shall have sub titles/captions in both Hindi and English. Selected tutorials may be produced with regional language sub titles (considering English as a base narration language).
  • All tutorial clips should be made in high-resolution using prominent software platforms such as 3D Studio Max, Maya, Adobe After Effects, CorelDraw/Illustrator, FCP/Avid/Adobe Premier.
  • Multimedia Tutorials shall be a mix of short, medium and long duration films considering the target audience on various platforms like workshops, social media, capacity building programs, internet etc.
  • The draft tutorial will be exhibited to the expert review team (formulated by Bureau of Energy efficiency) and comments are to be incorporated in the tutorials
  • The final tutorials are to be distributed in respective cluster associations in pen drives.
  • The final tutorials are to be submitted in 6 soft copies and should comprise of 3 copies each in high resolution and web up loadable version respectively.

Pre-Qualification Criteria

The Firm/Agency interested is being considered for this task preferably shall fulfill the following criteria:

  • Should be a firm/company registered/incorporated in India.
  • Should have minimum 5 years of work experience related to Energy Efficiency in SMEs/Industries.
  • Should have a minimum annual turnover of INR 2.00 Crores in at least three of the last four financial years.
  • Should have been profitable for at least two (2) of the last three (3) financial years.
  • The consultancy firm / agency should have a minimum of 5 years of experience in the field of video/multimedia production / TV journalism having executed at least five productions related to energy efficiency in SMEs/Industries.
  • The consultancy firm / agency should have in-house video production facilities, with prominent software platforms such as 3D Studio Max, Maya, Adobe After Effects, CorelDraw/Illustrator, FCP/Avid/Adobe Premier.
  • Consortium is permitted. The consultancy firm / agency may involve one more agency only as partner for meeting work experience and MoU for such must be submitted. The consortium partner should not have been black-listed by any Central / State Government or PublicSector Undertakings.
  • Outsourcing of work related to this assignment is not permitted for this assignment.
  • Not be black-listed by any Central / State Government / Public Sector Undertaking in India. Not be involved in any litigation that may have an impact affecting or compromising the delivery of services as required under this contract.
