Background

Climate Smart Village (CSV) approach of testing, evaluating and scaling out of climate-smart agricultural (CSA) technologies, practices and services is being promoted in different parts of the world. Maharashtra is the 2nd most populous state and also has the 2nd largest tribal population in the country. Climatic changes such as irregular rainfall, rising temperatures, soil erosion, shifting seasons are manifested in low crop productivities that threaten livelihood security of farming communities. Fringe mountainous areas having degraded lands and fragile eco-systems are generally inhibited by tribal communities and, therefore, these communities are more vulnerable to climatic risks.

Major activities under this project during the last three years had been:

  • Promotion of improved crop varieties and climate smart agricultural practices in Kharif and Rabi seasons (About 23000 beneficiaries)
  • Water harvesting and its efficient use (Repair/renovation of 16 community water bodies in Palghar and Pune district and restructuring of 100 farm wells in Gadchiroli district)
  • Distribution and training of farm machinery to enhance operational efficiencies and reduce human drudgeries (675 machines to 100 Gram Panchayats/Farmer’s Groups)
  • ICT based weather- and agro-advisories (25000 beneficiaries)
  • Crop insurance under Pradhan Mantri Fasal Bima Yojana (13000 beneficiaries)
  • Backyard poultry for generating secondary income and nutrition (700 Tribal women)
  • Kitchen gardening for generating secondary income and nutrition (6000 Tribal women)
  • Backyard nutri-gardens (fruit trees) (6000 Tribal women)

Cost of Proposal

The applicants shall bear all costs associated with the preparation and submission of the proposal.

Format of the Proposal

The Proposal prepared by the applicants shall be written in English language and two original copies of Proposal must be submitted within deadline. The procedure for proposal submission is through the sealed two-envelope procedure

Timeline

The impact analysis study is expected to start by the end of March, 2019 and the deliverables should be submitted to BISA on June 28, 2019.

Contents of Solicitation Documents

All copies of the bid must be submitted by courier/post/hand in letter form. The technical proposal/profile should also be submitted in electronic format by email. Proposal must offer services for the total requirements. Proposal offering only part of the requirements will not be considered. The applicants are expected to provide all requisite information under this Request for Proposal (RFP) and clearly and concisely respond to all points indicated in this RFP. Any proposal which does not fully and comprehensively address this RFP shall be rejected or affect the evaluation of the proposal.
