RFP for Implementation of ICT enabled education solutions with the help of Integrated ICT Tool in 169 non-Government aided Madrasahs, WB

The tendering authority, Webel Informatics Limited (WIL), on behalf of Department of Minority Affairs and Madrasah Education, Govt. of West Bengal , invites e-Tender for selection of an implementation agency for Implementation of ICT Enabled educational interventions with the help of Integrated ICT Tool for students in 169 government aided Madrasahs in West Bengal in BOOT Model (for a period of 5 years)

Background

The ICT Policy followed by MAME Deptt, GoWB aims at preparing youth to participate creatively in the establishment, sustenance, and growth of a knowledge society leading to all round socio-economic development of the nation and global competitiveness. Main vision of ICT project is to provide Computer Literacy & Computer Aided Education in , Secondary & Hr. Secondary Madrasahs.

Objective

• To establish an enabling environment to promote the usage of ICT especially in Govt. Aided Madrasahs. Critical factors of such an enabling environment include widespread availability of ac - cess devices, connectivity to the Internet and promotion of ICT literacy  
• Enrichment of existing curriculum and pedagogy by employing ICT tools for teaching and learning.
• To enable students to acquire skills needed for the Digital world for higher studies and gainful employment
• To bring the children to the Madrasahs and further to reduce the rate in the Drop out from the Madrasahs it is imperative to convert teaching and learning more interesting both for the teacher and the students as well by means of the following:

1. Reducing the assimilation time for the students
2. Transforming Teaching into more interactive deviating from the chalk and talk approach.
3. Further indulging in Group learning
4. Reducing fear from the Hard Spots for the Students

Key Focus Areas

• Emphasis on quality and equity: A need was felt to expand the outreach of the scheme to cover 169 Madrasahs in the state along with internet connectivity, including broadband connection.
• Teacher engagement and better in-service and pre-service training: Since ICT education will be imparted, an exclusive ICT teacher is required for each madrasah. Similarly, there is a need for in service training of all teachers in effective use of ICT in teaching and learning process.
• A strong mechanism for monitoring and management needs to be set in place at all levels for ensuring optimal delivery of set targets.
• Improved inclusive participation in secondary education
• Enhanced quality and relevance of secondary education
• More equitable access and better retention
• Strengthened secondary education management and governance
• Support advanced teaching and learning programs that use information and communication technology (ICT), teacher development

Eligible Bidders

1. The Bidder should be a company registered in India shall be eligible to submit the bid. No Consortium Bidding is allowed.

2. The bidder should be reputed firm in Educational intervention in Schools/ Madrasahs in India with a specialization in IT based education delivery.

3. The bidder should have an average annual turnover of Rs.50 Crores or above in last three financial years, FY 2014-15 to FY 2016-17. Out of this Annual Turnover, 70% of its annual revenue should be from ICT Enabled Education service Delivery (ICT Enabled

Education Service means: to deliver and deploy and manage ICT Hardware, deployment of ICT Instructors, delivery of regular ICT classes, supply of consumables etc). A certificate from CA/ Auditor shall be required to be furnished by the bidder in support of the claim.

(a) The bidder should have implemented/ implementing minimum 2 similar projects preferably in BOOT/BOO model, involving supply and Installation of IT hardware and delivery of Computer education/Training in last 3 financial years (FY 2014-15 to FY 2016-17) in Government / Government Aided Schools/madrasahs/ minority Schools.

(b) The bidder must have 5 yrs. experience in implementation & delivering of Computer Education Infrastructure/ Computer Aided Education and should have imparted training to not less than 50,000 candidates covering in entire 5 years as on 31/03/2017.

c) The bidder should have satisfactorily completed/ implementing at least one high value work for ICT enabled Education implementation, of value not less than Rs 7 Crores and having minimum 100 Government / Govt. Aided Madrasha/ Minority Schools as on 31/03/2017
