Introduction:

Cochin Smart Mission Limited (CSML or the Authority or the Employer) seeks the services of a reputed organization for “Implementation of Smart LEDs in ABD area of Kochi”. This document provides information to enable the bidders to understand the broad requirements to submit their Proposals. The detailed scope of work is provided in Section2.0 of this RFP document.

The information regarding the proposed work given in the RFP document are provisional and must be considered and as advance information to assist the bidders (or tenderers). The bidders are advised to collect all relevant data regarding the place of work/site, its local environment, prevailing working conditions, availability of required materials, labour etc., required for the submission of tender. The tenderer may also visit the site before submitting his tender.

Scope of work:

A brief scope of works is given below:

Supply, installation, testing and commissioning of street lighting system with New LED lights installed on new light poles and lighting control with CCMS control panel with all hardware, software, smart energy meters, surge protector etc.so as to ensure that the replaced street lighting system conforms to the National Lighting Code, / IS: 1944 (Part I & II), 1970 suitable for the width of the road of ABD  

Consortium:

The Bidder who is participating in the Selection Process, may be a single entity or a group of entities coming together to execute the project (known as the “Consortium”), The term 'Bidder' used herein would apply to both a single Entity and a Consortium.

No Bidder at any given point of time shall assign or delegate its rights, duties or obligations under the Agreement/Contract except with prior written consent of AUTHORITY.

No bidder applying individually, or as a member of a Consortium, as the case may be, can be member of another consortia bidding for the project.

Completeness of Bid:

The Bid should be complete in all respects. Failure to furnish all information required by the RFP document or submission of a proposal not substantially responsive to the RFP document in every respect will be at the Bidder's risk and may result in rejection of its Bid and forfeiture of the EMD.

Amendments of RFP Document

If the Authority deems it appropriate to revise any part of this RFP or to issue additional data to clarify an interpretation of the provisions of this RFP, it may issue supplements to this RFP. Any such corrigendum shall be deemed to be incorporated by this reference to this RFP.

All the Corrigendum / Addendum made in the document would be published on the e- Tendering Portal and shall be part of RFP.

The Bidders are advised to visit the e-tendering portal on regular basis to check for necessary updates. The AUTHORITY also reserves the right to amend the dates mentioned in this RFP.

The following points shall be kept in mind for submission of bids;

AUTHORITY shall not accept delivery of Bids in any manner other than that specified in this RFP. Bid delivered in any other manner shall be treated as defective, invalid and rejected.

The Bidder is expected to price all the items and services sought in the RFP and proposed in the technical proposal. The Bid should be comprehensive and inclusive of all the services to be provided by the Bidder as per the scope of work and in accordance with the terms and conditions as set out in the Contract.

Instructions to Tenderers

  • The agency interested in performing the work has to qualify the pre-qualification criteria.
  • (Technical (including Pre-qualification) bids will be opened on date as per NIT.
  • Technically qualified bidders have to make a Technical presentation of their offer on selected roads. The lux level requirement in selected road will be evaluated by an independent agency.
  • Financial Bid of only those Tenderers will be opened who qualify the pre- qualification criteria in the Technical presentation and technical bid.
  • The bids received after the last date and time prescribed in the tender document shall be rejected.
  • The Tenderer is advised to carefully examine all instructions and abide to the terms & conditions specified in the Tender Document for filling up the tender form. Failure to furnish all the information required in the Tender Document, or submission of a bid not substantial responsive to the Tender
  • Document in every respect might result in rejection of the tender.
