Ahmedabad smart city limited (SCADL) invites responsive Bids for the Supply, Installation & Maintenance Smart Toilets at minimum 200 locations in Ahmedabad City through Public Private Partnership (PPP) on Design, Build, Finance, Operate and Transfer (DBFOT) basis.

The SCADL will enter into agreements with the Successful Bidder selected in accordance with this RFP. The agreements will be in the format specified by the SCADL. A “Two Stage” bidding process is being followed for determining the Successful Bidder.

Project Objective

• To build and maintain public toilets which are clean, hygienic and equipped with smart features for citizens of Ahmedabad.
• To make public toilets accessible for all through use of digital solution.
• To conserve water and electricity in operation & management of public toilets

General Features

• Stand-alone, durable structure which can withstand corrosion, seasoning and indelicate usage by citizens.
• Automatic flush, platform and wall cleaning mechanism to clean the toilet before and after usage.
• There should be provision to for proper ventilation inside the toilet cabin through proper exhaust & ventilation system.
• Appropriate indoor & outdoor lighting.
• Smart toilet access control through coin validator, or access card or similar technology.
• LED indications to notify the user about the status of the occupancy of the E- Toilet.
• Display boards where instructions in Gujarati, English and Hindi shall be written for the aid of the user.
• Water tank to storage of water to ensure toilet operation on 24*7 basis.
• The bidder should submit the concept design of Smart Toilets with floor plan, layout considering separate design for female toilets and accessibility for differently abled persons in all Smart Toilets

Eligibility Criteria

• Short Tender Notice - Supply, Installation & Maintenance Smart Toilets at minimum 200 locations in Ahmedabad City through Public Private Partnership (PPP) on Design, Build, Finance, Operate and Transfer (DBFOT) basis
• The bidder must possess the requisite experience, strength and capabilities in providing services necessary to meet the requirements as described in the RFP document. Keeping in view the complexity and volume of the work involved, following criteria are prescribed as the eligibility criteria for the bidder interested in undertaking the project.
• The bidder must also possess technical know-how and financial ability that would be required to successfully Supply, Installation Operation and Maintenance of Smart Toilets sought by the SCADL for the entire contract duration. This invitation to bid is open to all bidders who qualify the eligibility criteria.
