Project Background

The Minamata Convention on Mercury is a legally-binding multilateral environmental agreement under the aegis of UN Environment that aims to protect human health and environment from anthropogenic emissions and releases of mercury and mercury compounds. The Government of India signed the Minamata Convention on September 30th, 2014 and is currently deliberating on its ratification. UNDP with funding from the Global Environmental Facility (GEF) is supporting the Ministry of Environment, Forest and Climate Change (MoEF&CC), Government of India in determining the national needs and requirements for ratification of the Minamata Convention on Mercury by undertaking a Mercury Initial Assessment (MIA). The assessment encompasses conducting a national inventory of various sources of mercury in the country. The project activities will focus on strengthening India’s capacity to manage and monitor mercury use, import, export, stockpiles, emissions, and releases throughout the.

Objective:

The objective of the current assignment is to develop a national inventory of mercury in mercury added products and processes sector along with its sub-sectors as per the UN Environment "Toolkit for identification and quantification of mercury releases" - version 2017.

One agency will be selected to work on the following sub-sectors:

Sector II: Mercury added products and processes

a) Production of chemicals

  • Chlor-alkali production with mercury-cells 
  • VCM production with mercury catalyst
  • Acetaldehyde production with mercury catalyst

b) Production of products with mercury content

  • 4. Mercury thermometers (medical, air, lab, industrial etc.)
  • 5. Electrical switches and relays with mercury
  • 6. Light sources with mercury (fluorescent, compact, others)
  • 7. Batteries with mercury
  • 8. Manometers and gauges with mercury
  • 9. Biocides and pesticides with mercury
  • 10. Paints with mercury
  • 11. Skin lightening creams and soaps with mercury chemicals

c) Use and disposal of products with mercury content

  • 12. Dental amalgam fillings ("silver" fillings)
  • 13. Thermometers
  • 14. Electrical switches and relays with mercury
  • 15. Light sources with mercury
  • 16. Batteries with mercury
  • 17. Polyurethane (PU, PUR) produced with mercury catalyst
  • 18. Paints with mercury preservatives
  • 19. Skin lightening creams and soaps with mercury chemicals
  • 20. Medical blood pressure gauges (mercury sphygmomanometers)
  • 21. Other manometers and gauges with mercury
  • 22. Laboratory chemicals
  • 23. Other laboratory and medical equipment with mercury

Scope of Work:

The key role of the Sector teams is to collect data and facilitate contact to industry and other stakeholders, and report on the data collected. The sectoral teams should work in close cooperation with the Core team under the instructions of that Core team. The aggregation and assessment of the collected data for the inventory development is the primary responsibility of the Core team. The Sector teams’ demonstrated ability to collect the needed data and to work to support the Core team in the inventory development as best as possible will be a key success criterion in the evaluation of the Sectors team’s performance.

Criteria for Essential Eligibility/Qualification

1.Agency should have minimum 5 years of experience and executed 3 environmental consultancy projects, similar to the requirement of this RFP

2.Team Leader should be Graduate in chemical engineering / environmental engineering / environmental science and management / chemistry / other equivalent or related disciplines with minimum 7 years of experience in primary and secondary data collection and analysis within relevant sectors

3.Other key personnel (minimum 2 members) should be Graduate in engineering or other relevant stream with minimum 3 years of post-qualification experience in chemical and waste management
