Description of the RFP

HCLFoundation invites proposals from qualified and experienced organizations to conduct impact assessment of 35 projects implemented under two of its flagship programs – Samuday and My Clean City. In compliance with Ministry of Corporate Affairs (MCA) of India’s requirements for Corporate Social Responsibility (CSR), HCLFoundation intends to conduct impact assessment of the projects that have completed 3-year timeline from their initiation. The primary goal of this impact assessment is to measure the effectiveness, outcomes, and sustainability of projects, providing critical insights and actionable recommendations that will guide future improvements.

Scope of Work

The selected agency will be responsible for conducting rigorous impact assessment of the selected projects. It shall:

• Evaluate the objectives, outcomes, and impacts of each project
• Assess the effectiveness and sustainability of implemented interventions
• Utilize a range of quantitative, qualitative, and mixed methods approaches for data collection
• Employ tools such as surveys, interviews, focused group discussion, and observational studies to gather data
• Consider contextual factors and socioeconomic dynamics of project areas
• Engage stakeholders and facilitate community participation throughout the assessment process
• Synthesize findings into actionable recommendations for future programmatic improvements and scalability efforts
• Develop detailed reports, including inception report, submission of validated data set/preliminary findings, draft report, and final report
• Deliver a presentation of findings to HCLFoundation for knowledge sharing and dissemination of key insights

The impact assessment will be conducted in Hardoi district and Noida city of Uttar Pradesh.
