RFP for conducting a study on Impact Assessment of Training of PRIs

The e-Tender (through two bids Open Tender Enquiry) is being invited form nationally reputed and well established Government and Non-Government agencies, institutes, academic institutions etc for conducting a study on "Impact Assessment of Training of PRIs". The interested firms are advised to submit their bids "on-line" by visiting the Government of India, Central Public Procurement (CPP) Portal i.e. http://eprocure.gov.in. The bids will be accepted as e-tender only i.e. tenderers will submit their bids on the e-Procurement Portal (module of NIC), in an encrypted format. The detailed terms of Reference and other terms and conditions are mentioned below. The tender value is estimated to be Rs 50.00 lakhs (Rupees Fifty Lakhs only) approximately. Technical bids shall be opened at Ground Floor, Sardar Patel Bhawan, Parliament Street, New Delhi as per schedule given below in the presence of one representative of each of the bidders who wished to be present. The date of opening of the financial bids of the technically qualified bidders will be informed later.

Date and time for opening of Technical Bids in the Ministry: 07/032018 at 10:00 AM

Eligibility Criteria:

The agency must have the following qualifications and experience to be eligible to apply and the same must be uploaded with the technical bid. It is the responsibility of the interested agencies to submit the following documents or they will be disqualified at the time of opening of the Technical Bids.

• The organization must be a legal entity eligible to enter into an agreement/contract with the ministry to undertake work contract in India.
• The agency should be registered in the NITI Aayog's portal NGO Darpan. Registration details to be furnished.
• The applicant agency should have minimum 5 years' experience in undertaking similar assignments on impact assessment of development programs of State/Union Govt. or other national/International agencies.
• IT should have professionals with expertise in conducting studies related to rural social sector schemes, project management, capacity building, impact assessment, evaluation and review of projects and institutional development, etc
• Scanned copy of certified copies of similar work experience done in last three years
• An undertaking that the agency is not blacklisted by any Central/State Departments
• The organization must be registered on or before1st January 2013. Scanned copy of the registration certificate to be attached.
• The organization must provide audited accounts of 2016-17, 2015-16 and 2014-15
• Annual report for the years 2014-15, 2015-16 and 2016-17 to be attached
• The organization must demonstrate the availability of at least five experts capable of undertaking the research study
• Scanned Copy of the Demand Draft/Bank Guarantee of Rs 2.50 lakh or EMD exemption certificate.

Timeline: The study is expected to be completed within six months from the award of contract to the agency

• Preliminary work including Methodology: Within one month of award of study
• Draft Report: Within five month of award of study
• FInal Report: Within Six month of award of study
