Job description

SRKPS invites consulting firms or individual consultants to indicate their interest in evaluation of the project aimed at developing employability skills of youth, the one year project was completed on December 18. The evaluation will be used to qualify the pilot model, record best practices and form the basis of development of future phases of the project and Plan India vocational training portfolio. 

 

Purpose of the Assignment:

 

a)    Analyze and understand the extent to which the objectives of the project have been achieved;

b)    Understand the effectiveness of the project strategies which worked and areas of improvement;

c)    Document the lessons learnt and recommendations for next phase through narrative and evaluation reports.

 

Specific location: Three centres in Jaipur, Mumbai and Bengaluru

Suggested Methodology

Following data/information collection strategies are included in the evaluation methodology:

i)              Desk Review: Review of approved project, data, MIS, Reports of the Saksham project and would also do background research before starting field evaluation.

ii)             Quantitative Data Collection: The evaluation team will adopt following methods to collect quantitative data from the project: 

1. In-depth Interviews and Consultations: The evaluation team will conduct both formal and informal in-depth interviews and consultations with the identified stakeholders of the Saksham project.
2. Focus Groups: The team will meet with focus groups of young people who are impacted by the Saksham project.
3. Observations: Evaluation team members will conduct project site visits with the intention of observing a range of services required to promote youth employability in the targeted communities and services provided through Saksham project to youth located in targeted different communities.
4. Consultation with Plan and Respective Partners: The evaluation team would require doing consultation with all stakeholders of the project to understand / evaluate the project and also cross verify the findings of the evaluation.

Deliverables

1. Methodology design, tools to be utilized for this evaluation.
2. The evaluation should categorically cull out following outcomes of the project:

• Percentage of youth trained against the target;
• Percentage of youth reported job employment;
• Percentage of youth, specially girls, reporting increase in income and quality of life;

1. Draft reports with field evaluation, case studies, recommended suggestions / strategies for improved programing on Skill Development;
2. Final report including executive summary, quantitative and qualitative findings of evaluation, case studies of success out of project, interview, learning, challenges, conclusions and recommendations and way forward etc. Including power point presentation of the study findings & recommendations; 
3. Final report by March 25^th.

 

Timeline for Assignment - The assignment is expected to be completed within 30 working days starting from receiving the work order.

 

Ethical and Child Protection Statements - The consultant/agency must agree to abide by the child protection policy of Plan India and related requirements. Consultant/agency must follow the branding policy of Plan India.

 

Qualification and Experience of the Agency/consultant

 

The evaluation agency should have good knowledge and experience in field of analysing issues of youth vocational training and education. The applicant agency should have rich experience in dual fields- i.e. of ‘Research and Evaluation’ and ‘Youth Employability Programming through Skill Development’. Besides, the agency having hands on experience in the field of youth employability through skill development will have added advantage. Knowledge and work experience in the State of Mumbai, Bengaluru and Jaipur is desirable from the potential agencies.

 

Terms of Compensation - The payment will be as discussed and agreed to in terms of rates and schedules between SRKPS and the selected consultant. 

 

Key Contact

The main point of contact for the consultant will be Secretary, SRKPS Jaipur.  However, Senior Program Manager, Plan India, Maharashtra Manager, will be focal person for technical components.

 

Requirements from the Agency:

The consultants are required to submit only one Technical proposal. The proposal should be in English and submitted electronically. The file (in Microsoft Word or pdf) should be named as [Name of the Firm] Saksham Proposal and the email subject should mention “Evaluation of Saksham Project Phase II”.
