RFP for engagement of EIA consultant(s) for obtaining Environmental Clearance for up-comings CETPs at various Industrial Estates

Introduction:

HSIIDC is the Nodal Agency of the State Government for developing State of the Art Industrial Townships/Estates in the State of Haryana. In order to maintain ecological balance by ensuring not only co-friendly built environment but also to strive for improving the existing environmental conditions wherever required in Industrial Estates, HSIIDC is to establish Common Effluent Treatment Plants (CETPs) with up to Tertiary Level Treatment/ZLD facilities in Industrial Estates/Sectors.

Scope of work:

The consultant(s) shall be responsible to submit application, conducting studies, preparation, submission/presentation of the detailed EIA/EMP reports (online/offline), conducting public hearing & other correspondences/all related activities etc. as per requirement to concerned authorities to obtain the Environmental Clearances. The consultant(s) shall be required to study the existing environmental conditions, analysis there of and to suggest measures of environmental maintainability and sustainability, Water harvesting techniques, Effluent Treatment & its disposal, suggesting the species of vegetation suitable to the local conditions and environment requirements.

The consultant(s) shall be required to obtain the clearances and related permission/NOCs etc. whatsoever needed for this job, from the Ministry of Environment Forest & Climate Change (MOEF&CC), Government of India, SEAC, Government of Haryana and Haryana State Pollution Control Board, Forest Department etc. As applicable. The consultant(s) will also attend meetings, make presentations before concerned authorities, review meetings at HSIIDC concerned field offices as well as at head office, Panchkula as per requirement, as and when required with no additional cost/expenses.

Eligibility Criteria:

• The broad eligibility criteria for qualification of the consultant(s) shall be as under:-
• The bidder should have valid Certification of Registration/NABET Accreditation as prescribed by MOEF&CC, on the last date of submission of bid. No provisional accreditation is allowed for participation.
• The bidder must have executed and completed at least three projects of obtaining Environmental Clearance during the last seven years.
• Joint ventures are not permitted.

The application of the Consultant(s) who do not meet the laid down eligibility and experience

criteria shall not be considered by HSIIDC. Financial bids of only those bidders will be opened,

who meet the qualifying criteria.
