Background

The Ministry of Health and Family Welfare has successfully rolled-out an innovative electronic vaccine intelligence network (eVIN) across twelve states in India. eVIN aims to support the Government of India’s Universal Immunization Programme by providing real-time information on vaccine stocks and flows, and storage temperatures across all cold chain points in these states. The technological innovation is implemented by the United Nations Development Programme (UNDP) with financial support from Gavi-The Vaccine Alliance

eVIN provides real-time information on vaccine stocks and tracks storage temperature of vaccines. It empowers the cold chain handlers by building technical capacities and providing a robust decisionmaking tool for cold chain managers through a complete overview of vaccine replenishment times, supply and consumption patterns. By streamlining the vaccine flow network, eVIN is a powerful contribution to strengthening health systems and ensures equity through easy and timely availability of vaccines to all children.

Until now, eVIN has been rolled out in all 371 districts of 12 states of India; Assam, Bihar, Chhattisgarh, Gujarat, Himachal Pradesh, Jharkhand, Madhya Pradesh, Manipur, Nagaland, Odisha, Rajasthan and Uttar Pradesh. With this, eVIN supports better vaccine logistics management at more than 10,400 cold chain points. It is proven to be an integrated solution to address widespread inequities in vaccine coverage. UNDP is now scaling-up eVIN to remaining 24 States and Union Territories of India, to optimize and strengthen the vacc

First six states to initiate the eVIN scale-up in rest of India are Andhra Pradesh, Goa, Karnataka, Maharashtra, Telangana and Uttarakhand. In order to replicate the eVIN system in newer states, an in-depth knowledge of the immunization cold chain and vaccine logistic management system at the state, district and cold chain point level will be essential.

Objective of the Assessment

The key objective is to systematically assess the state, district and block level preparedness of the entire immunization cold chain network, for replicating eVIN in states of Andhra Pradesh, Goa, Karnataka, Maharashtra, Telangana and Uttarakhand. The specific objectives are:

  • Map the immunization vaccine cold chain and logistic network
  • Document the human resources involved in universal immunization programme
  • Collect information on vaccine logistic management processes, including availability of vaccines, use of immunization registers, vaccine distribution system etc.
  • Compile details of cold chain equipment and other cold chain management processes
  • Gather geographical coordinates (latitude and longitude) of all the vaccine stores and cold chain points

Timeframe

UNDP anticipates a total timeframe of four months for completion of this assignment.

Criteria for Essential Eligibility/Qualification requirements:

The following are the essential criteria for the Proposers to qualify in the technical bid. Documentary evidences or certificates from the competent authorities should be submitted along with the bid for each of the criteria mentioned below:

  1. The Proposer should have minimum 05 years of experience on health research
  2. The Proposer should have executed minimum three assignments in public health domain in research or data collection in India
  3. The Proposer should have average Annual turnover of Rs.2 Crore in the last 3 financial years (2015-16, 2014-15, 2013-14)
  4. The Team Leader should be minimum graduate and have at least 5 years of professional experience of handling research and evaluation in health domain
