The World Food Programme is the world’s largest humanitarian organization saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity, for people recovering from conflict, disasters and the impact of climate change.
In a world of plenty, where enough food is produced to feed everyone on the planet, hunger should be a thing of the past. However, conflict, climate change, displacement, economic shocks and inequality mean 343 million people are acutely hungry and famine looms for 1.9 million. In Zamzam camp in northern Sudan, famine has been already confirmed.

We bring life-saving food to people displaced by conflict and made destitute by disasters, and help individuals and communities find life-changing solutions to the multiple challenges they face in building better futures.
We work to enhance nutrition in women and children, support smallholder farmers in improving productivity and reducing losses, help countries and communities prepare for and cope with climate-related shocks, and boost human capital through school feeding programmes.
In conflict situations, we bring relief to exhausted populations and use food assistance to build pathways to peace and stability – work for which WFP was awarded the Nobel Peace Prize in 2020.
About the Proposal
Background:
The United Nations World Food Programme hereinafter referred to as the “WFP", with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience by assisting almost 100 million people in around 83 countries each year. About 17,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.
The WFP's Asia and Pacific Regional Office (APARO)- Based in Bangkok's Nutrition Division seeks to purchase services of Social and Behavior Change (SBC) agencies/companies/universities/academic institutes/organizations for establishment of the Long Term Agreement(s) (LTA(s)) for provision of SBC services and consultancy to the regional office and the associated sixteen (16) Country Offices in the Region.
WFP recognizes and utilizes the approaches of SBC in all aspects of its programming for improving nutrition, building resilient communities, social protection, and in emergencies. WFP utilizes an integrated approach to SBC for its programming and in advancing the work, seeks to invite SBC agencies, consultancies, and creative companies with experience and expertise to set up Long Term Agreements for the provision of SBC services in Asia and Pacific region.
WFP seeks to establish long-term agreements (LTAs) with service providers specialising in Social and Behaviour Change. Successful suppliers will be required to support and/or complete all phases of the SBC programme cycle, including strategy design, implementation, monitoring, and evaluation, as it will be specified in the relevant scope of work. Suppliers with the ability to leverage existing capacities at the country level are especially welcome.
WFP invites eligible suppliers to express their interest in providing the requested SBC services for strategy development, stakeholder engagement, creative/service package design & delivery, monitoring & evaluation, and research (formative, process, endline & impact). Agencies with experience in all or specific to their demonstrated ability may apply. Details of required services are mentioned below:
- Design and carry out formative research to inform design of SBC strategy.
- Creating evidence-based strategies that align with program goals and target audience needs.
- Developing engaging and culturally appropriate SBC materials and interventions. Utilizing a variety of SBC approaches, channels, including mass media, interpersonal communication, digital platforms and advocacy.
- Planning and executing comprehensive SBC programs, effective coordination with stakeholders’ skills, effective management of timelines and budgets.
- Design, develop, and execute research (M&E), and impact evaluations with quantitative and qualitative research methods.
- Building and strengthening capacity to implement and sustain SBC interventions for stakeholders.
- Demonstrated expertise and experience in co-creation, human- centered design, design thinking, and new evidence-based innovation approaches in SBC.
- Demonstrated ability to work in development and emergency contexts and programs.
- Demonstrated ability to work in diverse cultures, contexts, languages, and stakeholders,
The purpose of this EOI:
The purpose of this request for EO! is to identify suppliers with verified technical and financial capacity to provide the SBC services. Eligible suppliers will be invited to participate in the bidding process for the proposed tender.
Eligibility to participate in the proposed tender will be determined on the basis of demonstrated capacity and qualification to provide the aforementioned services. Please highlight clearly the areas of expertise and experience in your application.
Eligibility
- Demonstrated experience and scope pertaining to SBC (from overview of the organisation, including size, domains of technical expertise and years of work in SBC).
- High level of technical expertise amongst proposed team (including years of experience) in various aspects of the requirements laid for SBC process.
- Expertise in capacity strengthening for government and nongovernment partners on SBC and related methodologies including consultative processes.
- Demonstrated expertise in designing and implementing research (situational analysis, formative research mixed methods, and participatory research methods to inform the design of SBC strategies).
- Demonstrated ability in design, development and production of creative SBC materials and packages.
- Expertise in designing and implementing frameworks for monitoring and evaluating processes, outcomes and impact of SBC strategies.
