Background

The Wadhwani Initiative for Sustainable Healthcare (WISH) is a not-for-profit initiative of the Lords Education & Health Society (LEHS), and is working to build an equitable, innovation-led healthcare system that puts quality healthcare within easy reach of the poor. The Vision of WISH is to facilitate a demand led ecosystem for healthcare innovations, reach 10 million poor Indians, with quality healthcare services and scale up high impact healthcare innovations. The strategic thrust of LEHS|WISH’s programs is to align itself with key programmatic priorities of the national and state governments specifically to address key Reproductive Maternal Newborn Child and Adolescent Health (RMNCH+A) issues e.g. malnutrition, anemia, diarrhea, ARIs, non adherence to antenatal care and postnatal care, along with deficiencies within the primary and preventive healthcare system, contributing to achievement of Sustainable Development Goals.

Purpose of Evaluation  

The Evaluation is intended to assess the accuracy, impact and performance of the various healthcare innovations in the states of Delhi/NCR and Rajasthan. Findings of this evaluation are intended to be used for evidence based planning to build on the various indicators and to improve the gap areas along with decision to continue and/or modify the innovations and strategies. It will also assess the innovations’ efficiency in bringing quality, beneficiaries’ & service providers’ satisfaction and reduction of out of pocket expenditure (OOPE) by the patients.

Objectives

  • To assess the performance & efficiency of healthcare innovations and diagnostics in clinical decision making (viz., assess consistency & accuracy of clinical data, patient’s engagement & satisfaction, disease understanding and improvement in care and outcomes).
  • To assess effectiveness of healthcare innovations in bringing down the OOPE in rural and urban settings.
  • To assess and document the innovations implementation, ease of use by field functionaries, challenges and best practices in using innovative devices/ technologies.
  • To explore the feasibility for modification/ re-engineering of the existing innovations for optimal usage and cost reduction and suggest the best technologies available for primary healthcare. 

Deliverables

A comprehensive evaluation report will be submitted by the agency within agreed timelines. The structure and content of the report should meet the requirements and the length of the report will depend on the chapterization plan, to be developed by the agency and approved by LEHS|WISH. It is expected that the agency proposes a draft chapterization plan in the technical proposal.

 The report should broadly be analytical in nature and structured around issues and related findings/lessons learnt/ best practices supported by executive summary, conclusions and recommendations should be part of the comprehensive report

Timelines

The total duration of the evaluation will be 3 months.

Required Qualification of the Agency

  • Expertise in health technology assessment and evaluating innovative healthcare models
  • Profound knowledge and experience of public health with practical experience of program evaluations;
  • Understanding of public health issues and current policy scenario as related to implementation of e-health solutions;
  • Experienced team members with proven experience in research and project evaluation in public health and health technology/ healthcare innovation
  • Minimum financial turnover of 50 lakhs in the last three financial years. Government agencies & academic institutions having bio-medical science/engineering department with similar experience of evaluation are exempted from this clause.

Proposal Submission Guideline

The submitted proposals are suggested to include each of the following sections:

  • Introduction (2 pages)
  • Objectives, technical approach and methodology and sampling design (6-8 pages)
  • Project Deliverables (1-2 Page)
  • Project Management Approach including quality management of field data collection and other stages in the evaluation (2-3 pages)
  • Activity wise time line (1-2 page)
  • Appendix: Project Team Staffing (CVs of key personnel in ADB format)
  • Appendix: Company/Organization Overview with details of similar project done in last 3-5 years (4-5 pages)
  • Detailed and Itemized Pricing (In a separate envelope/file)

Evaluation Criteria

Technical and Financial Proposals will be scored in the ratio of 80:20.
