Background

Petroleum Conservation Research Association (PCRA) is a registered society set up in 1978 under the aegis of Ministry of Petroleum & Natural Gas, Government of India. As a non-profit organization, PCRA is a national government agency engaged in promoting energy efficiency in various sectors of economy.

Energy Efficiency –The Fifth Fuel

PCRA is committed towards the fifth fuel i.e. “energy efficiency”, to augment the four conventional sources of energy viz. coal, petroleum, nuclear and renewable. To achieve this, PCRA is relentlessly pursuing Demand Side Management as a cost effective alternative compared to augmenting supplies. This will also ensure India emerges as an environmentally responsible nation.

Industry

PCRA’s programs focus on improvement in energy productivity through technological intervention, energy audit, fuel oil diagnostic study, small-scale industry energy survey, follow up study and institutional training in large, medium and small-scale industries.

Objective

  • PCRA has been conducting various activities for last several years in all the four sectors of economy i.e. Transport, Industrial, Domestic, Agriculture sector and Standards and labeling.
  • The objective of the Impact Assessment Survey is to evaluate the effectiveness of various PCRA’s activities through the year viz., the training programs, workshops, seminars, participation in various forums etc. The objective shall be to assess the awareness level, effectiveness of communication, completeness and richness of the content delivered through PCRA’s activities. Objective of this survey is to assess the change/check the end user behaviour and attitude which will result in lower/optimum utilization of petroleum products post activities/campaigns of PCRA. It will also help in fine tuning the communication program in future thus, making the entire process effective.

E-tenders are invited for & on behalf of PETROLEUM CONSERVATION RESEARCH ASSOCIATION (Ministry of Petroleum and Natural Gas) under two bid system, (Part-I i.e. Techno-Commercial bid & Part-II, i.e. Price bid) from bonafide, experienced & reputed market research agencies for the job given below:

Name of Work: Selection of an agency for Impact Assessment Survey as per the attached Scope of Work and Terms and Conditions

Earnest Money Deposit (EMD): Rs. 88,500 (Rupees Eighty Eight Thousand Five Hundred Only) By Demand Draft/Bankers cheque in favor of PCRA, payable at New Delhi from Nationalized / Scheduled Indian Bank.

Time for Opening of E-tender (Part-I & Part-II)

Part-I (Techno-Commercial) Bidding of the E-tender shall be opened at 1100 hrs. online on 6.4.2018.Submit documents as per Annexure V to ITB

Part-II (Price Bid) of the Techno-Commercial acceptable Bidders shall be opened at a later date.

Experience Criteria:

PQ Criteria

The agencies that intend to participate shall meet the following qualifying requirements and shall submit substantiating documents in support of their claim, along with their bid.

Experience Criteria:

For experience, the single work executed by the bidder as main or sub-contractor, during any of the last five years ending on last day of the month immediately previous to the month in which last date of bid submission falls should be considered as per below:

  • Three similar Impact Assessment Survey /study related completed works each costing not less than Rs. 26,55,000 OR
  • Two similar Impact Assessment Survey /study related completed works each costing not less than Rs. 35,40,000 OR
  • One similar Impact Assessment Survey /study related completed work costing not less than Rs. 44,25,000

Work experience should include similar completed works of Impact Assessment Survey/Study and clearly mentioned so in the documents provided and attach:

  • Copies of complete sets of Work Orders reflecting total value of the jobs awarded AND
  • Self-attested completion certificates with value in rupees as per work order issued by the concerned departments/organization(s) OR
  • True copies (Self attested) of the bills raised against the attached Work Orders along with Bank statement showing payments against invoices raised for each work order AND Certificate issued by Chartered Accountant mentioning the said work order details with details of bills and payments made

Financial Criteria: Minimum Annual turnover of the Bidder during any one of the preceding three financial years i.e., 2014-15, 2015-16 and 2016-17 should be at least at least 60% of the estimated value of the work under consideration i.e. Rs. 53,10,000.

Bid Validity: Bid submitted by bidder shall remain valid for a period of 4 (Four) Months from the last date of submission of tender/ revised offer (if any).
