RFP invited For Engagement Of Ngo For Implementation Of CSR Activities 2017-18

Sealed Tenders are invited in two-bid system (Commercial and Price bid) from registered NGOs empanelled with Jharkhand State Govt. for CSR&S activities or similar such project work. The NGO must have experience in similar job. Interested bidders before submitting their quotation may inspect the locations/areas and submit their quotation accordingly.

Nature of Work: Engagement of NGO for implementation of CSR&S activities 2017-18

Tenders are invited from the interested organization for implementation of CSR & S activities of Hindustan Copper Limited/ Indian Copper Complex (HCL/ COMPANY) in the selected project villages under Mosaboni & Ghatsila Blocks of East Singhbhum district. Accordingly, interested organizations duly empanelled NGO with State Govt. District Administration Departments, East Singhbhum having experience in implementation of listed activities under CSR&S Plans or similar such activities may submit their Technical & Financial proposal in sealed envelope by dropping the completed offer in the tender box kept in the ground floor of ICC-Works Office latest by 26/9/2017 at 14.00 hrs.

I. Pre-requisite Qualification Criteria (PQC) for NGO

a) Registration under an appropriate legal framework and in existence for last 03 years.

b) Must be empanelled with State Govt. District Administration Departments, East Singhbhum for CSR & S activities or similar such project work. It shows that the NGO has clean track record with Govt. organizations/ Funding agencies.

c) NGOs operating and having continual activities in Project villages of HCL/ Company (shown at TOR Column III) will be given preference.

d) Minimum 03 years experience in implementing below CSR & S or similar such activities.

e) Average annual receipts of 30 % of the total project cost (i.e. 6.54 Lakhs) during the last three financial years i.e. 2014-15, 2015-16, 2016-17.

f) Self- certification by NGO to declare that “Not affiliated to religious and political organization and not blacklisted by GOI, State Government and NABARD”.

g) Registration with NITI Ayog. Proof of same shall be attached

II. Responsibilities & Obligations of NGO

The NGO is required to undertake the following activities: -

Engage competent staff to manage Project office. Staff to be engaged by the NGO will have to be experienced and capable in implementation of CSR & S activities. Engage Project Coordinator, Community Facilitators responsible for implementation of activities in each Panchayat/village respectively. Train the Community Facilitators in various project related activities such as SHG mobilization, conducting Gram Sabha meeting, need assessment etc.

Engage One Accountant for maintaining Books of Account & Documentation.

Facilitate the Community to implement activities related to SHG and Youth Group mobilization, forming and supporting establishment of income generating activities etc.

Monitor progress in implementation of the project activities and provide feedback to the HCL/ COMPANY management to improve implementation performance including future plans as per need base requirement of community in each village.
