RFP invited For Sustainability Of Dairy Cooperative Societies Organized Under National Dairy Plan-I

Assignment Title: Sustainability of Dairy Cooperative Societies organized under National Dairy Plan I.

The Government of India has received financing from the World Bank toward the cost of the National Dairy Plan I (National Dairy Support Project), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

1. To develop physical, financial, member participation and governance parameters for a sustainable dairy cooperative society.

2. Using the parameters developed in (i) above, to assess the current physical and financial status of the new DCSs/revived DCS organized under NDP I with: (a) a view of their long term sustainability; and (b) categorization in to low, medium and high performing DCSs.

3. To assess and document the reasons for: (a) success and failures; and (b) variations in level of performance, of new DCSs/revived DCS in terms of support under NDP I and the concerned EIA.

Period of the assignment would be for 9 months.

The Project Management Unit, located in National Dairy Development Board (NDDB), Anand, the Implementing Agency of the Project, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information as mentioned below, demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short-listing criteria are:

1. No. of years of experience of the firm (attach copy of certificate of incorporation).

2. Turn-over of the firm during each of the last 3 years. (Please attach relevant documents, i.e. copy of balance sheet, and profit & loss statement or Certificate from a Chartered Accountant firm, in support)

3. No. of institutional sustainability or related studies handled by the firm during the last 5 years (Please provide details: Title of the assignment, name of the client, cost, duration of the assignment and whether completed/on-going etc.)

4. Sample size of the biggest study conducted. Please indicate the maximum no. of samples collected in any one study along with the details of the study. (title of the assignment, name of the client, cost, duration of the assignment, sample size and whether completed/on-going etc.)

5. Experience of working in different parts of the country. Please indicate the maximum no. of states covered in any one study along with the details of the study. (title of the assignment, name of the client, cost, duration of the assignment, States covered and whether completed/on-going etc.)

6. No. of years of experience in undertaking assignments related to dairy/agricultural economics/rural development by the firm. (provide details of the first assignment, i.e. the client, title of the assignment, cost of the assignment, period (from – to) of consultancy, in support)

Expression of Interest (EoI) should be submitted along with supporting documents in respect of above mentioned 6 criteria.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Selection Based on the Consultant’s Qualification (CQS) method set out in the Consultant Guidelines.
