Assignment Title: Carrying out study on “Impact Assessment and Evaluation of Fodder Seed Production and Sale activities” under National Dairy Plan I.

The Government of India has received financing from the World Bank toward the cost of the National Dairy Plan I (National Dairy Support Project), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

1. To estimate the percent increase in area under green fodder with certified/ truthfully labeled seeds.

2. To evaluate the increase in green fodder yield by using certified/ truthfully labeled seeds of improved genetics in comparison to local /non-descript varieties seed.

3. To estimate the reduction in cost of milk production as a result of the higher green fodder yield obtained through fodder seed production and sale activities.

4. To estimate the Cost of fodder seed and green fodder production at seed growers and dairy farmers level and compare it with other competing crops.

Period of the assignment would be for 12 months.

The Project Management Unit, located in National Dairy Development Board (NDDB), Anand, the Implementing Agency of the Project, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information as mentioned below, demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short-listing criteria are:

1. No. of years of experience of the firm (attach copy of certificate of incorporation).

2. Turn-over of the firm during each of the last 3 years. (Please attach relevant documents, i.e. copy of balance sheet, and profit & loss statement or Certificate from a Chartered Accountant firm, in support)

3. No. of evaluation studies related to the Agriculture sector handled by the firm during the last 5 years (Please provide details: Title of the assignment, name of the client, cost, duration of the assignment and whether completed/on-going etc.)

4. Sample size of the biggest study conducted. Please indicate the maximum no. of samples collected in any one study along with the details of the study. (title of the assignment, name of the client, cost, duration of the assignment, sample size and whether completed/on-going etc.)

5. Experience of working in different parts of the country. Please indicate the maximum no. of states covered in any one study along with the details of the study. (title of the assignment, name of the client, cost, duration of the assignment, States covered and whether completed/on-going etc.)

6. No. of years of experience in undertaking assignments related to agricultural economics/rural development by the firm. (provide details of the first assignment, i.e. the client, title of the assignment, cost of the assignment, period (from – to) of consultancy, in support)

Expression of Interest (EoI) should be submitted along with supporting documents in respect of above mentioned 6 criteria.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Selection Based on the Consultant’s Qualification (CQS) method set out in the Consultant Guidelines.
