RFP invited for conducting A study on Contribution of National Dairy Plan I to the Inclusion, Equity and Income of Dairy farmers.

Name of Project: National Dairy Plan I (National Dairy Support Project)

Assignment Title: A study on Contribution of National Dairy Plan I to the Inclusion, Equity and Income of Dairy farmers.

The Government of India has received financing from the World Bank toward the cost of the National Dairy Plan I (National Dairy Support Project), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

1. To understand the inclusion of vulnerable populations (viz. women, SC/ ST and small holders) in the project interventions.

2. To analyze the extent of equity in distribution of resources, opportunities and livelihood gains generated through the project.

3. To estimate the increase in farmer’s income as a result of the project interventions.

4. To suggest measures for the sustainability of these factors in the long run.

Period of the assignment would be for 12 months.

The Project Management Unit, located in National Dairy Development Board (NDDB), Anand, the Implementing Agency of the Project, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information as mentioned below, demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short-listing criteria are:

1. No. of years of experience of the firm (Please attach copy of certificate of incorporation).

2. Turn-over of the firm during each of the last 3 years. (Please attach relevant documents, i.e. copy of balance sheet, and profit & loss statement or Certificate from a Chartered Accountant firm, in support)

3. No. of socio-economic studies handled by the firm during the last 5 years (Please provide details: Title of the assignment, name of the client, cost, duration of the assignment and whether completed/ongoing etc.)

4. Sample size of the biggest study conducted. Please indicate the maximum no. of samples collected in any one study along with the details of the study. (title of the assignment, name of the client, cost, duration of the assignment, sample size and whether completed/on-going etc.)

5. Experience of working in different parts of the country. Please indicate the maximum no. of states covered in any one study along with the details of the study. (title of the assignment, name of the client, cost, duration of the assignment, States covered and whether completed/on-going etc.)

6. No. of years of experience in undertaking assignments related to dairy/agricultural economics/rural development by the firm. (provide details of the first assignment, i.e. the client, title of the assignment, cost of the assignment, period (from – to) of consultancy, in support)

7. No. of publications related to the subject in reputed journals. (Please provide details: Title of the publication and name of the journal)

Expression of Interest (EoI) should be submitted along with supporting documents in respect of above mentioned 7 criteria. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Selection Based on the Consultant’s Qualification (CQS) method set out in the Consultant Guidelines.
